Mission: UNF Aims to Meet ADA Web Compliance at WCAG 2.1 Levels A and AA.
UNF Goal
Our goal is to promote an ADA accessible web environment for our users to help ensure that as broad a population as possible may access and benefit from our services. For web content published by the University of North Florida, it is our goal to comply with WCAG 2.1 level A and AA success criteria.
Electronic accessibility is not a one-time effort. We aim to fuse into every internet technology and purchase of technology products accessibility compliance. It is an on-going effort which will require collaboration with all departments, continuous work, and support to balance the academic and administrative needs with the constraints of available resources. Continuity is imperative for success. The Web Content Accessibility Guidelines (WCAG) is a detailed guide for creating accessible web content.
Web Accessibility and the Law
"The Americans with Disabilities Act (ADA), Pub. L. No. 101-336, 104 Stat. 327, codified at 42 U.S.C. § 12101, et seq., prohibits state and local governments, and privately-owned "places of public accommodation" from discriminating against individuals with disabilities. 42 U.S.C. § 12182(a). Department of Justice regulations implementing the statute requires that: A public accommodation shall take those steps that may be necessary to ensure that no individual with a disability is excluded, denied services, segregated or otherwise treated differently than other individuals because of the absence of auxiliary aids and services, unless the public accommodation can demonstrate that taking those steps would fundamentally alter the nature of the goods, services, facilities, privileges, advantages, or accommodations being offered or would result in an undue burden, i.e., significant difficulty or expense." 28 C.F.R. § 36.303. uses the term "places of public accommodation," typically it would appear that the statute was written primarily with physical locations in mind. The U.S. Department of Justice's Office of Civil Rights ruled that these provisions applied equally to Internet websites and concluded that Section 504 of the Rehabilitation Act of 1973 (pdf), codified at 29 U.S.C. § 794-which prohibits discrimination on the basis of disability in federally-funded educational programs and activities-applies to university websites. Thus, UNF is mandated to comply with these laws.
