UNF Export Control Compliance
Policy Statement
The university community expects all individuals involved in scientific research and scholarly activity to comply with U.S. export control laws and UNF's Export Control Policy.
UNF will fully comply with U.S. export control laws while ensuring that, to the extent possible, university instruction and research is conducted openly and without restriction on participation or publication. To this end, UNF will ensure that, unless unavoidable, information generated during the performance of any university research, including sponsored research activities, qualifies for the Fundamental Research provisions of applicable export control laws.
The civil and criminal penalties associated with violating export control regulations can be severe, ranging from administrative sanctions including loss of research funding and loss of export privileges, to monetary penalties, to imprisonment for individuals.
Visual Compliance
UNF subscribes to Visual Compliance, a web-based export control management tool to comply with Federal export control laws and regulations that directly affect university research. These laws and regulations include the:
- Export Administration Regulations (EAR) controlled by the Department of Commerce
- International Traffic in Arms Regulations (ITAR) managed by the Department of State
- Regulations governing the transfer of assets governed by the U.S. Department of Treasury through its Office of Foreign Assets Control (OFAC)
Visual Compliance allows the university to:
- Screen for restricted parties
- Locate applicable Federal regulations on export controls
- Search Export Control Classification Number (ECCN) and United States Munitions List (USML)
- Assist in license determinations
