Proposal Submission

Proposals for extramural support for research, training or other sponsored activities conducted by the University of North Florida faculty and staff are required to be submitted through the Office of Research and Sponsored Programs (Florida Statute 1004.22). For proposals submitting through ORSP, an e-routing cover sheet and compliance requirements form is completed.

 

PI Eligibility 
A Principal Investigator (PI) bears primary responsibility for technical compliance, completion of programmatic work, fiscal stewardship of sponsored funds, and compliance with administrative requirements of the project, under the general oversight and authority of the University. University personnel allowed to serve as Principal Investigators on sponsored activities are expected to comply with University and funding agency policies and procedures.

 

Only faculty in tenure or non-tenure track positions, personnel in faculty administrative positions, or personnel in A&P positions may submit a proposal as a principal investigator on behalf of the University of North Florida.

On a case-by-case basis, a Department Chair and/or a Dean, in consultation with the Associate Vice President for Research, may appoint a retired faculty member as a Principal Investigator for sponsored activities.

On a case-by-case basis, a Department Chair and/or a Dean may recommend an individual who holds one of the positions listed below as a Principal Investigator for sponsored activities provided that one of the individuals listed above is also named as a Co-Investigator on that project:
  • Instructors
  • Adjunct/Affiliate faculty
  • Emeritus faculty
  • Research Associates
  • Faculty on courtesy appointment
Approval of the Associate Vice President for Research is required when an individual in one of the positions on the latter list will serve as a Principal Investigator. If a funding agency has restrictions that are more stringent than provided in this process, for who may serve as a Principal Investigator on a particular project or program, the funding agency’s requirements will take precedence over the prescription of this process for that particular project.

Proposal Approval E-Routing Cover Sheet

After the Principal Investigator (PI) has finalized the proposal draft, an E-Routing Cover Sheet is generated by the Research Development staff. The Research Development representative will complete the E-Routing Cover Sheet, attach a copy of the proposal package and related forms, and then send an email to the chair, dean (or representative), and the Associate VP of Research for approval.

Compliance Requirements

For e-routing purposes, principal investigators should complete a Compliance Requirements form. The Compliance Requirements form identifies if the proposal must receive approval for human subjects, animal care, biosafety, conflict of interest, information technology, export control, intellectual property, space or related compliance requirements for the project. Copies of the proposal and the E-Routing Cover Sheet are kept in ORSP. If the proposal is funded, the proposal documents become a part of the project file.

On the Compliance Requirements form, the Principal Investigator is responsible for identifying the project type for the proposal:
  • Applied Research: original investigation undertaken in order to acquire new knowledge. It is directed primarily towards a specific, practical aim or objective.
  • Basic Research: experimental or theoretical work undertaken primarily to acquire new knowledge of the underlying foundations of phenomena and observable facts, without any particular application or use in view.
  • Experimental Development: systematic work, drawing on knowledge gained from research and practical experience and producing additional knowledge, which is directed to producing new products or processes or to improving existing products or processes.
  • Instruction: Consists of instructional program elements operating during the standard academic term (as defined by the institution) that are part of a formal degree or certificate curriculum and are managed by the regular academic departments.
  • Public Service: Includes those services established and maintained by the institution to provide services to the general community or special sector within the community. The primary intent of establishing these programs is to provide services that are beneficial to groups and individuals outside of the institution.
