For veterans who served on active duty after June 30, 1985, those who remained eligible under the Vietnam Era GI Bill®, or those who converted from Chapter 32 VEAP before involuntary separation after Feb. 2, 1991.

The UNF MVRC will access your class schedule and degree evaluation (program of study) each semester to verify that coursework is required for your degree program to submit enrollment to the VA. You will only be certified for required courses, as listed on your Degree Evaluation.
Chapter 1606 MGIB Selected Reserve (MGIB-SR)
For members of the Selected Reserve. The Selected Reserve includes the Army Reserve, Navy Reserve, Air Force Reserve, Marine Corps Reserve, and Coast Guard Reserve, the Army National Guard and the Air National Guard. For more information visit the Veterans Affairs website.

Military Tuition Assistance (TA)
Military Tuition Assistance is a benefit paid to eligible members of the Army, Navy, Marines, Air Force and Coast Guard. Each service has its own criteria for eligibility, obligated service, application processes, and restrictions. This money is usually paid directly to the institution by the individual services.
Active duty service members who intend to use military Tuition Assistance (TA) should:
- Request a tuition assistance voucher from their respective branch of service, and
- Visit their Education Services Officer or Education Counselor.
Each branch handles tuition assistance differently. Some branches will send tuition assistance vouchers electronically while some require the student to submit a hard copy to their school. For more information, contact your military branch for details on your eligibility and the branch's process for submitting the tuition assistance forms.

Please Note: Students cannot use Post 9/11 and TA in excess of 100% of their tuition/fees, and the VA Educational Benefits will be adjusted accordingly.
Distance Learning
Students wishing to maximize their VA education benefits will want to consider the following information during registration. Questions can be directed to a VA Certifying Official at
VA Education Benefits and Course Delivery Methods
UNF courses may be delivered in a variety of modalities, from a traditional classroom setting (also referred to as face-to-face) to a fully online format, with many combinations in-between. The choice of delivery method is the purview of the college and department administration in collaboration with the faculty.
Students using Post 9/11 G.I. Bill, the Fry Scholarship or Vocational Rehabilitation benefits must maintain at least one credit hour “in-residence” to avoid the reduced, online only rate for Monthly Housing Allowance (MHA).
Examples of in-residence campus modalities include but are not limited to: MC, PO, HYB.
The following are considered distance learning modalities and must be submitted to the VA as such: DL, OL, BF.

Definitions: Hybrid and Distance Learning
This information is taken from the UNF Online website. Additional information is available via that page.
In a Fully Distance Learning course, 100% of the direct instruction of the course is delivered using some form of technology when the student and instructor are separated by time, space, or both. All special course components (exams, internships, practical, clinicals, labs, etc.) that cannot be completed online can be completed off-campus.
In a Primarily Distance Learning course, 80-99% of the direct instruction of the course is delivered using some form of technology when the student and instructor are separated by time, space, or both. There is a requirement for the student to attend campus or another explicit geographic location for a portion of the course.
In a Hybrid* course, 50-79% of the direct instruction of the course is delivered using some form of technology when the student and instructor are separated by time, space, or both. There is a requirement for the student to attend campus or another explicit geographic location for a portion of the course.
Blendflex is a variation of Distance Learning. In this emerging course delivery method, students select their attendance modality on a class to class basis. Students can choose to attend class sessions in the classroom or online, either synchronously or asynchronously. Classes in Blendflex mode provide students with the flexibility and convenience of attendance that best meets their needs during any given point within an academic term. Blendflex courses require extensive Telepresence and Learning Management System (LMS) support, and are categorized as Primarily Distance Learning and assessed the Distance Learning Fee.

Responsibilities of Veterans/Dependents Receiving VA Education Benefits
- If this is your first semester applying for benefits at UNF, you must complete the online UNF Request for Veteran Benefits and Statement of Responsibility. You must also be admitted to the university and have a Veterans Education Benefits application on file with the Department of Veterans Affairs.

- In order to receive benefits, courses must apply toward your program of study as shown on your degree evaluation. Your academic advisor will advise you as to your requirements.
- Understand the consequences of changing your enrollment after your courses have been certified for any given semester. The UNF VA Certifying Official tracks changes to student enrollment weekly, to ensure that you are receiving accurate benefits and/or to avoid a balance due to UNF or the Department of Veterans Affairs, notify the VA Certifying Official immediately of any changes to your schedule.
- Verify your enrollment monthly, if required.
- If you receive Chap. 30 (MGIB), 1606 (MGIB Selected Reserve) or 33 (Post-9/11) you must verify your enrollment each month to ensure the continuation of your benefits.
- Chap. 30 and 1606: Verify with the Regional Processing Office (RPO) by calling 1-877-823-2378 or using the Web Automated Verification of Enrollment (WAVE).
- Chap. 33: Verify your enrollment via text, email or by calling 1-888-GI-BILL-1.
- Check the information carefully, paying close attention to the dates and hours reflected. If the information is incorrect, contact the UNF VA Certifying Official for correction. If a change is necessary, your payment may be delayed. The VA Regional Processing Office will not process the payment until they have received a Notice of Change in Student Status from the University that reflects the information you have given them. Please contact the VA Certifying Official if you have changed anything prior to sending in or utilizing either the automated system or the internet. Failure to complete and submit monthly verification in a timely fashion may result in delayed checks and possible termination of educational benefits.

Correspondence
Utilization of VA Educational Benefits will generate a continuing stream of school and VA correspondence either by conventional mail or email. All correspondence is important and should be read carefully upon receipt. Any misunderstandings or discrepancies should be brought to the attention of the UNF VA Certifying Official immediately for clarification or correction when appropriate. We urge you to create and maintain a file for all VA and school correspondence. It is also recommended you keep a photocopy of each check received.
The documents you will receive include a Certificate of Eligibility, an award letter and changes in student status from the VA Certifying Official.
Enrollment certifications contain information about the classes you are taking. They are sent to the VA periodically. After processed, the VA Regional Processing Office will send you a letter verifying your enrollment. Look over this letter carefully. Verify personal data such as address, date of birth, social security number and name. Pay particular attention to the dates and hours reported. If any information is incorrect, please notify the UNF VA Certifying Official immediately.
Notices of Change in Student Status are usually sent to the Department of Veterans Affairs after an initial enrollment certification has been sent. These forms reflect a change in hours either as a result of dropping a class, being dropped from a class by the instructor, withdrawing from courses, or the beginning of a new semester. You should carefully review this form to verify name, social security number, and hours reported. If the information appears incorrect, please contact the VA Certifying Official so the information can be explained or corrected.
UNF Request for Veteran Benefits and Statement of Responsibility
You must submit the online "Request for Veterans Benefits" form through myWings to request the processing of VA education benefits and acknowledge your VA education benefit responsibilities. Failure to complete this online form will prevent the UNF VA Certifying Officials from completing your benefits application and certification of enrollment. You may only complete this form once. Changes may be requested via the "Request to Change Veterans Benefits" form.
Accessing the online "Request for Veterans Benefits" form
- Login to your myWings account and click on Student Records.
- Select Student Self Service.
- Select Online Forms.
Scroll down to the Veterans Affairs section and you will be able to click on the hyperlink for "Request for Veterans Benefits," and/or complete a "Request to Change Veteran Benefits." The online "Request for Veterans Benefits" form will ask you for information regarding your veteran file number and benefits chapter so please be sure to have that information handy. In addition, you will be provided the option to upload documents such as your DD-214 or Certificate of Eligibility. Please be sure and read over the Statement of Responsibility and check the boxes acknowledging you understand your rights and responsibilities here at UNF.
- Click the box at the bottom of the screen to SUBMIT your request. You will receive an email confirmation when your request has been processed by a VA Certifying Official.
Information regarding the Statement of Responsibility
- The UNF VA Certifying Officials will automatically certify eligible coursework as associated with your elected degree.
- Any coursework you take must be required for your certificate or program, as eligible per the State Approving Agency.
- Any reductions or changes to your enrollment will be processed by the UNF VA Certifying Officials in a timely manner. Reductions may affect benefits retroactively to the beginning of the term unless mitigating circumstances exist.
- Changes to enrollment after certification may result in a balance due to the Department of Veterans Affairs or the University of North Florida.
- VA tuition deferments for chapters other than the Post 9/11 G.I. Bill® must be requested prior to the first day of classes. Only deferments for the Post 9/11 G.I. Bill® are automatic. Failure to pay your balance in full by the due date will prevent you from receiving a deferment in the future.
- You will not be entitled to benefits if/when you fail to attend your classes regularly or enroll in a program not specifically approved by the Department of Veterans Affairs State Approving Agency.
- Submitting the online form affirms that the information provided is correct and true to the best of your knowledge.
Changes to your Record or Enrollment
All changes to your record or enrollment, after your initial application or certification has been submitted to the Veterans Affairs Regional Processing Office, should be reported to the UNF Military and Veterans Resource Center's Veterans Affairs Office and the Department of Veterans Affairs. In addition, you must fill out a Request to Change Veteran Benefits via your My Wings student portal. All changes must be documented simultaneously with the VA and UNF.
The most common changes include:
- Change of address
- Change in major
- Changes in credit hours
- Change in status of dependents
- Withdrawal from school
- Anticipated change in place of training
Change of Address
If your mailing address changes during your enrollment at UNF, you will need to change your address with the VA Regional Processing Office and the university. Changing your address with only one of these will not automatically change your address with the other. You can change your address of record with UNF through myWings.
Change of Major
If you decide to change your major you must adhere to UNF change of major policies and deadlines. After you have changed your major with your academic advisor and an updated Degree Evaluation is created, you must notify the UNF MVRC of the change. The VA Coordinator will update your records with the VA Regional Processing Office.
Change in Credit Hours
A change to your enrolled credit hours occurs when you add, drop, or withdraw from a course after your certification has been submitted to the VA Regional Processing Office. Some common actions that result in a change of credit hours include the following: you drop a class or are dropped from a class administratively, you late register for a class after the Add/Drop period, and/or you withdraw from a class.
Any changes in your schedule will potentially affect your monthly payments from the Department of Veterans Affairs and may result in an overpayment which would need to be repaid. You will be required to confirm understanding of this possible consequence before you will be permitted to withdraw from classes.
Change in Status of Dependents
Students utilizing Vietnam Era G.I. Bill® benefits and VR&E receive an additional allowance for each dependent. These veterans must report to the VA Regional Processing Office changes in the status of dependents to correctly adjust this allowance.
Changes can occur when:
- A dependent child reaches the age of 18. If the dependent child is still in high school or is enrolled in college, the veteran may continue to receive an allowance for that child. The veteran must complete and submit a 21-674 Form available through the Veterans Affairs Office via the G.I. Bill® website.
- A child is born. If this happens, you will need to submit a certified true copy of the child's birth certificate to the VA Regional Processing Office, immediately.
- A divorce occurs. The veteran will need to submit a certified true copy of the divorce degree to the VA Regional Processing Office.
- A dependent dies. The veteran will need to submit a certified true copy of the death certificate to the VA Regional Processing Office.
- A veteran marries. You will need to submit a certified true copy of the marriage license to the VA Regional Processing Office.
Withdrawal from School
Should it become necessary for you to withdraw from all classes, you should contact the UNF MVRC before doing so. There are many concerns you should be aware of before withdrawing completely. If you are called to active duty please bring a copy of your orders to One-Stop Student Services to process a Military Withdrawal.
Change in Place of Training
If you change your place of training (i.e. transfer from one institution to another) it is necessary to update the VA by completing the application on the VA Website.
FAILURE TO REPORT CHANGES constitutes fraud and is the primary cause for delays in the delivery of your educational checks and occurrences of overpayment. Periodic audits are conducted and changes in schedule are caught but it is ultimately student's responsibility to report these changes before incurring an overpayment or possibly an underpayment.
Information for students pursuing a certificate through the UNF Professional and Lifelong Learning
Students pursuing one of the UNF Professional and Lifelong Learning certificate programs will not have access to myWings. Instead, questions regarding utilizing VA Education Benefits for Continuing Education programs should be directed to the Professional and Lifelong Learning office by calling (904) 620-4200 or via e-mail. Disclosure of Social Security numbers
The State University System of Florida operated a system of records prior to January 1, 1975, pursuant to regulations of the Florida Board of Regents that required the use of Social Security numbers. Therefore each university may continue to require the disclosure of Social Security numbers by applicants and students under the Federal Privacy Act of 1974. This information was and currently is received from you for the purpose of identification and verification of student records including registration, financial aid, and academic records and of verification of your identity in connection with the provision of university services.

What paperwork is needed for me to use my VA benefits?
You must have a Certificate of Eligibility (COE) from the VA to use your VA educational benefit. To receive a COE, you must apply at va.gov. Your application it is sent to the Regional Processing Office (RPO).
The RPO generally takes 4-6 weeks to complete processing. Processing time at the RPO varies depending on the time of year. To check on your file once it has been forwarded to the RPO, call (888) 442-4551 (GI-BILL-1).

When should I verify my enrollment? (Post 9/11, Chapter 33)
Beginning December 17, 2021, students using Post 9-11 (Chapter 33) benefits will be required to verify their enrollment at the end of each month to continue receiving payments. Visit the VA’s Enrollment Verification guide to learn more. -
When should I verify my enrollment with the VA? (Chapters: 30 and 1606)
You are required to verify your enrollment at the end of each month. You may do so via the Web Automated Verification of Enrollment (WAVE) or by calling (877) 823-2378. -
What do I need to submit each semester to be certified with the VA?
Once you have turned in your Certificate of Eligibility and have completed a Request for Veterans Benefits in myWings, the Military and Veterans Resource Center will automatically access your class schedule and degree evaluation (program of study) each semester to verify that your coursework is required for your degree program to submit certification to Veterans Affairs.
The auto-certification process will be completed each semester within 30 days after the end of Add/Drop.

How do I request to NOT be certified for a semester or course?
If you do not want to be certified for a given semester or course, it is your responsibility to complete the "Opt Out" form and notify the Military and Veterans Resource Center (MVRC) before the beginning of the term in question. The form is only good for one term. If you wish to opt out indefinitely, please email the MVRC, at mvrc@unf.edu, from your UNF email account. The "Opt Out" form is online.
Tuition, Fees & Waivers

How can I get a deferment of payment for my tuition and fees?
Chapter 31 Veteran Readiness & Employment, Chapter 33 Post 9/11 and the Fry Scholarship have contracts created once the School Certifying Official (SCO) documents your VA certification in the UNF system. The contract is a type of deferment that will prevent your classes from being dropped until the VA pays your tuition to the school.
Tuition for Chapter 33 students is posted by your SCOs after the add/drop period is over. Once the school receives the tuition payment, Student Financial Services posts it to your account.
Chapter 31 and Fry Scholarship students tuition is invoiced through a program called Tungsten. Student Financial Services is responsible for the invoicing the VA and applying payment.
If you use Chapter 1606 Montgomery G.I. Bill® Selected Reserves, Chapter 30 Montgomery G.I. Bill® Active Duty or Chapter 35, you will receive stipends directly from the VA. Nothing is paid to the school from the VA.
UNF understands that the VA pays in arrears—meaning the VA you will not receive a stipend until long after classes have started. This can put your classes in danger from being dropped. To prevent that, the School Certifying Official (SCO) creates a deferment for you once you are certified with the VA and that certification is annotated in the UNF system. This deferment will prevent your classes from being dropped on payment due dates.
Terms of the deferment agreement:
- The full amount of tuition and fees assessed for that academic term must be paid 60 days from the University's payment deadline. This includes fees for withdrawal, reinstatement and late fees.
- You agree to make the deferred payment on time (by the 60th day) regardless of the payment status of his or her VA Benefits (exceptions are made during a government shutdown).
- You understand that UNF will take appropriate actions—as determined by the administrative policy—in the event that you fail to pay all fees due by the appropriate date.
- You agree to pay any costs or related expenses incurred in the collection of these fees.

How can I determine the total cost of attendance for my program of study?
Visit UNF's College Navigator site. These figures are projected estimates based on current tuition/fee rates. Total program cost may be estimated by multiplying the annual cost estimate by the number of years in the academic program. Actual total program cost is subject to change based on a number of factors such as tuition/fee rates set by the Florida legislature, Florida Board of Governors or UNF Board of Trustees and future aid eligibility.
Note: UNF cannot account for every unforeseen variable that may affect total program cost, an individual’s actual total program cost may be lower or higher. We will keep the total program costs estimates up-to-date based on the most recent information available.

What should I do if I’m having problems with my benefits?
If you have not received your Certificate of Eligibility, then you should take the following actions:
- Allow for a reasonable amount of time (four to six weeks minimum in most cases) for the Regional Processing Office (RPO) to process your claim

What is the monthly rate for my education benefit?
Monthly rates vary depending upon which Education Benefit you receive. Veterans Affairs provides rate tables on their website.
The monthly amount of your VA educational award may be prorated if necessary.
For example: if the first term of your enrollment begins on the 15th of the month, the VA will divide your monthly rate by 30 (the number of days in a standard month). This will provide your daily rate. Your daily rate is then multiplied by the number of days you are attending class that month. This is the amount of your check for the first month of attendance.
Payment is made at the end of each month. For example, you will be paid in February for attendance during January, in March for attendance in February, in April for attendance in March and so on.

How many credit hours must I take to receive the maximum monthly allowance?
It is important for anyone receiving VA Education Benefits to be aware of hour requirements to be considered full time for both graduate or undergraduate students. The VA calls the calculation of this as "Rate of Pursuit." Undergraduate Rate of Pursuit in the Full Term Credit Hours Training Time Amount of Pay 12 or more Full time Maximum allowance 9 - 11 3/4 time 75% of maximum allowance 6 - 8 1/2 time 50% of maximum allowance 5 or less Below 1/2 time Tuition and fees** ** For training below 1⁄2 time Rate of Pursuit, the VA will pay for tuition and fees only. This is not per month—it is total. In some cases, they may send a lump sum payment or they can send a portion of your tuition and fees for each month.

A Special Note Concerning Split Sessions for Degree-Seeking Students
UNF offers split sessions referred to as "accelerated sessions" by the VA. UNF's accelerated sessions are the First and Second Half of the spring and fall semesters (terms 1H and 2H) or Summer Sessions B, C, 8 week term, and 10 week term).
This means the VA will accelerate pay status in proportion to the rate of the split sessions. A full-time course load will be different for students enrolled in the split sessions. For this reason, you should check with a VA Certifying Official to be sure of the actual rate of acceleration.
The following is an example of the hours necessary to be considered a full-time undergraduate student during the summer semesters:
Full Time Rate of Pursuit for Accelerated Sessions (Undergraduate) Option 1 Option 2 1 (12 weeks) - 9 hours 1H (8 weeks) - 4 hours - 2H (8 weeks) - 4 hours Full Time Rate of Pursuit for Accelerated Sessions (Graduate) Option 1 Option 2 1 (12 weeks) - 6 hours 1H (8 weeks) - 3 hours - 2H (8 weeks) - 3 hours Note: The number of hours needed to be full-time for the school and financial aid purposes may differ from the VA hour requirement as well. Be sure to check with the financial aid office and the registrar's office on the financial aid credit-hour requirements for full-time. Graduate student's full time status may vary according to their assistantships.

Must I maintain a certain GPA in order to keep my VA Education Benefits?
All students receiving VA Education Benefits must maintain certain Satisfactory Academic Progress (SAP) as detailed in the UNF Policy.
VA regulations allow students to attend school under a probationary status for two consecutive terms while they continue to receive educational benefits. However, benefits will be terminated following the second consecutive term of attendance under probationary status if the student's cumulative grade point average does not meet the university's published SAP.
Students using VA education benefits must meet with a School Certifying Official after reinstatement of a dismissal from unsatisfactory progress.

Will my VA benefits cover the cost of tutoring?
The VA will pay up to $100 per month but not more than the cost for tutoring. There is a lifetime maximum of $1,200.

Course Registration, Enrollment Changes & Academic Planning

How can I qualify for priority registration?
In compliance with Florida Statute 1004.075, degree-seeking veterans, active duty, and their dependents are eligible for priority registration if registered with the Military & Veterans Resource Center.

How do I drop/withdraw from a course? How does it affect my VA benefits?
You may drop a course through the first week of classes, which is known as the "Add/Drop" period.
After this point, you will only be permitted to withdraw from classes up until the withdrawal deadline as listed on the Academic Calender.
You may Drop or Withdraw via myWings or in person at One-Stop Student Services.
If you drop a course, it will not show on your transcript and you will not be liable for that course's associated tuition and fees.
If you withdraw from a course, you will be assigned a grade of "W" on your transcript and you may incur a debt with the VA, UNF or both.
Before dropping or withdrawing from any class, check your student account for holds that may block registration actions. You are responsible for clearing holds on time; deadlines will not be extended if a hold prevents you from completing the drop or withdrawal.
Withdrawals made by the deadline result in a non-punitive grade or "W," which does not affect your GPA. However, the VA treats this as if you never attended the class.
The VA may require you to repay benefits unless you have approved mitigating circumstances. If the VA already paid UNF for your tuition and fees, the University must return those funds, and you will be billed by UNF for the amount sent back to the VA.
If you have a valid reason (a mitigating circumstance) for withdrawing, you may submit a statement to the VA to request the mitigating circumstance be considered. For instructions, call 1-888 442-4551 (GI-BILL-1).
If you claim mitigating circumstances, the VA requires in-depth statements and supporting documentation before allowing payment for a course from which you dropped, withdrew, or were dropped by the instructor. Mitigating circumstances the VA may accept include:
- Illness or injury of the veteran
- Death, illness, or serious injury of a family member
- Relocation due to employment
- Work schedule conflict
- Hardships
If you have other reasons for dropping or withdrawing, you may also submit a query on ask.va.gov and provide them with the reasons.
If fail a course, you are assigned a punitive grade and will impact your grade point average. The VA needs no explanation nor will you incur a debt. The VA will, in this case, allows payment to the last date of attendance.

Can I take a course by independent study and receive payment for it?
Yes as long as the course is a part of an approved program of study (degree or a certificate program) at UNF. The course description or syllabus must show what interaction will occur between the student and the faculty member.
All programs of study must be approved by the state approving agency in order for VA benefits to be authorized. Supporting documents should be submitted to a School Certifying Official.

Can I take a course at another institution and receive payment for it?
Yes, but you must complete a request for a "Concurrent Enrollment Form/Parent Letter." The Parent Letter will be prepared by the MVRC and sent to the other institution.
Note: The course taken at the other institution must count towards your degree here at UNF.

Can I take remedial or deficiency courses and still get paid for it?
Yes, but the remedial courses can only be certified if there is a proven need for the course by a placement test or if the course is required as a prerequisite for another course in your major. -
How can I determine what classes I should take?
You should meet with your academic advisor to ensure all classes you register for apply directly to your declared degree program, minor, or approved certificate.
The VA will only pay for courses that are required for your program of study, count toward graduation or are approved electives listed in the catalog.
You should also:
- Review your Degree Evaluation in Degree Works to see your remaining requirements.
- Confirm any electives are truly program-applicable before registering.
- Speak with as SCO in the MVRC if you have questions about whether a class is VA-fundable.
Taking courses that do not apply to your program may reduce your enrollment status and could result in overpayments or debts with the VA.

How do I receive credit for military training?
Any prior credit is evaluated by the Office of Admissions. You should provide an official copy of your military transcript and a copy of your DD-214 for evaluation.

How do I request my military transcripts?
Army, Marine Corps, Navy and Coast Guard: Transcripts may be requested through the Joint Services Transcript website. Instructions for how to have official transcripts sent to post-secondary institutions through JST can be found on their website.
Air and Space Force: Transcripts may be requested through the Community College of the Air Force (CCAF). Instructions for how to have official transcripts sent to post-secondary institutions through CCAF can be found on their website.

Are all freshman students required to take the SAT or ACT and if so, how do I locate my SAT or ACT scores?
Yes, UNF requires all applicants for freshman admission to submit either SAT or ACT scores.
To have SAT or ACT scores sent to the University of North Florida, contact College Board at www.collegeboard.org or (888) 630-9305. To have ACT scores sent, contact American College Testing Program at www.act.org or (319) 337-1313. UNF's SAT code is 5490 and ACT code is 0711.
