    Welcome, Osprey!

The Office of Title IX & Civil Rights (OTCR) is a key resource for the UNF community. Our office serves two primary functions:

    1. Title IX – OTCR oversees Title IX investigations and prevention efforts. This includes training for students and staff as well as reasonable accommodation for pregnancy or pregnancy-related conditions.

To report a Title IX concern or seek assistance, you may contact us through any of the following methods:

    2.  Discrimination and Harassment - OTCR investigates allegations of discrimination based on protected categories, including race, color, ethnicity, religion, age, disability, sex, national origin, marital status, genetic predisposition, sexual orientation, pregnancy status, and veteran status, for students, faculty, staff, and external third parties.

Raising awareness of compliance obligations and ensuring everyone understands UNF’s expectations for behavior is essential. Our training helps employees at all levels, from executive leadership to student employees, stay informed.

    Responsible Employee & Reporting Obligations

All employees—excluding the Counseling Center, Student Health Services, Victim Advocate Program, Ombuds, and Clergy—are considered Responsible Employees. As such, they must promptly report all allegations of harassment, discrimination, retaliation, or sexual misconduct, including Title IX concerns, involving students, employees, contractors, or visitors to the Office of Title IX and Civil Rights (OTCR) or a Title IX Coordinator. Managers and supervisors have an additional obligation to report any such allegations involving students, faculty, staff, or third parties.

Certain university positions are also designated as Campus Security Authorities (CSAs) under the Clery Act. CSAs are required to report crimes and their locations for compliance purposes, but are not responsible for investigating or determining whether an incident constitutes a crime. For more information about CSA roles, see UNF Policy 1.0120P (Campus Safety and Security Reporting). For definitions of sexual misconduct and Responsible Employee obligations, refer to Regulation 1.0050R.
