Elizabeth Edgar Hall opened on West Beaver Street in downtown Jacksonville in the early 1900s as a nonprofit boarding house for single career women. In the 1970s, proceeds from the sale of the Hall were put into a trust fund to provide loans to local women attending Jacksonville post-secondary schools. In the early 90s, the foundation switched from making educational loans to granting scholarship awards.
