Item 1 Call to Order

Chair Hicks will call the meeting to order.

Item 2 Approval of Minutes, December 15, 2005

Chair Hicks will ask for a MOTION for approval of the minutes from December 15, 2005

Item 3 Open Comments

Chair Hicks will address those in attendance and offer an opportunity for comments on items on this agenda.

Item 4 Tenure and Promotion

Attached is a list including tenure nominees for University faculty. The President has reviewed these nominees and is making a recommendation for approval to the Educational Policy Committee. Upon approval, these nominees will be forwarded to the full Board for approval and then to the Florida Board of Education.

 

Each candidate who applies for tenure must be considered through the tenure decision process. This process includes at least 6 years of employment as an assistant professor and approval by the tenured faculty in the candidate’s department. Approval must also be received from the departmental chair, the college dean, a University committee, and the Provost. Using input provided from each of these groups and individuals, the President reviews the candidates for tenure, and based on his review, the President makes a recommendation to the Educational Policy Committee. In most cases candidates apply for tenure at the same time they apply for promotion to associate professor.

 

Also attached is a list of other University faculty who were promoted through a similar review process. Promotion is at the discretion of the President and does not require BOT approval. This list is being provided for your information.

Item 5 Newly Proposed Regulations and Policy

Item 5A Equal Opportunity and Diversity Regulation

Attached is a recommended Equal Opportunity and Diversity Regulation. This regulation has been vetted by the associate vice presidents, the University’s constituent groups, and the Executive Staff. It is also posted for open comment from the University community.

 

This regulation is being presented to the Educational Policy Committee for review and recommendation to the full Board, in compliance with the BOG’s policy. 

 

Proposed Action: Approval. MOTION and second required.

Item 5B Sexual Harassment Regulation

Attached is a recommended Sexual Harassment Regulation. This regulation has been vetted by the associate vice presidents, the University’s constituent groups, and the Executive Staff. It is also posted for open comment from the University community.

 

This regulation is being presented to the Educational Policy Committee for review and recommendation to the full Board, in compliance with the BOG’s policy. 

 

Proposed Action: Approval. MOTION and second required.

Item 5C Amorous or Sexual Relationship Policy

Attached is a recommended Amorous or Sexual Relationship policy. This policy has been vetted by the associate vice presidents, the university’s constituent groups, and the Executive Staff. It is being presented to the Educational Policy Committee for review only.

 

Proposed Action: Review. No MOTION required.  

Item 6 Regulation Repeals

Item 6A Equal Opportunity and Affirmative Action Regulation

The Board of Governors requires approval from each University’s Board of Trustees to repeal regulations. The University is asking the Educational Policy Committee to approve the repeal of the Equal Opportunity and Affirmative Action regulation.

 

Upon approval from the Educational Policy Committee, this request will be forwarded to the full Board for consideration.

Item 6B Sexual Harassment Regulation

The Board of Governors requires approval from each University’s Board of Trustees to repeal regulations. The University is asking the Educational Policy Committee to approve the repeal of the Sexual Harassment regulation.

Item 6C Grading Practice and Grade Point Average Regulation

The Board of Governors requires approval from each University’s Board of Trustees to repeal regulations. The University is asking the Educational Policy Committee to approve the repeal of the Grading Practice and Grade Point Average regulation.

 

Upon approval from the Educational Policy Committee, this request will be forwarded to the full Board for consideration.

Item 6D Declaratory Statements Regulation

The Board of Governors requires approval from each University’s Board of Trustees to repeal regulations. The University is asking the Educational Policy Committee to approve the repeal of the Declaratory Statements regulation.

 

Upon approval from the Educational Policy Committee, this request will be forwarded to the full Board for consideration.

Item 6E Continuing Education Regulation

The Board of Governors requires approval from each University’s Board of Trustees to repeal regulations. The University is asking the Educational Policy Committee to approve the repeal of the Continuing Education regulation.

 

Upon approval from the Educational Policy Committee, this request will be forwarded to the full Board for consideration.

Item 6F Use of University Library Regulation

The Board of Governors requires approval from each University’s Board of Trustees to repeal regulations. The University is asking the Educational Policy Committee to approve the repeal of the Use of University Library regulation.

Item 6G Sponsored Research: Exemptions from General Accounting and Purchasing Procedures Regulation

The Board of Governors requires approval from each University’s Board of Trustees to repeal regulations. The University is asking the Educational Policy Committee to approve the repeal of the Sponsored Research: Exemptions from General Accounting and Purchasing Procedures regulation.

Item 6H Copyrights and Patents Regulation

The Board of Governors requires approval from each University’s Board of Trustees to repeal regulations. The University is asking the Educational Policy Committee to approve the repeal of the Copyrights and Patents regulation.

Item 6I Deletion of Courses from Catalogs and Common Course Designation and Numbering System Regulation

The Board of Governors requires approval from each University’s Board of Trustees to repeal regulations. The University is asking the Educational Policy Committee to approve the repeal of the Deletion of Courses from Catalogs and Common Course Designation and Numbering System regulation.

Item 6J Religious Observances Regulation

The Board of Governors requires approval from each University’s Board of Trustees to repeal regulations. The University is asking the Educational Policy Committee to approve the repeal of the Religious Observances regulation.

Item 7 Cost of UNF's Role in Realizing Blue Print for Prosperity Projections

 The recently completed Blueprint for Prosperity sets forth a number of goals for Jacksonville’s development, arranged under six different categories: economic development, education, racial opportunity and harmony, infrastructure, leadership, and quality of life.

One of these goals states that by the year 2017, 35% of Duval’s population 25 years or older will have bachelor’s degrees and an additional 10% will have associate degrees.

This goal leads to certain questions which the University of North Florida must examine:

  • What are the impediments to realizing this goal?
  • What are the resources needed to achieve this goal?
  • What role can UNF play in achieving this goal?
  • How does this goal support or compete with three other Blueprint goals: (a) Increase university research and development that supports the advancement of Blueprint targeted job sectors. (b) Increase bachelors, masters and Ph.D. programs for engineers, information technology, science, and other disciplines demanded by the workplace now and in the future. (c) Increase research and development. 

This committee discussion will begin to look at the implications of the Blueprint for Prosperity on higher education in Northeast Florida.
