University of North Florida Announces New University Police Department Director

After a national search, the University of North Florida has hired Frank Mackesy as the new director of Safety and Security for the University Police Department, which is a part of the Division of Student and International Affairs and reports to Dr. Mauricio Gonzalez, vice president for Student and International Affairs. He began his new position Monday, Oct. 27.

“As an alumnus of UNF, I can think of no greater honor than teaming with the men and women of the University Police Department, faculty, staff and students in continuing the tradition of excellence in the delivery of police services to the University community,” said Mackesy.

Mackesy, a Mandarin resident, is responsible for the overall direction of the University Police Department, including fiscal/budget management, planning, developing and implementing campus safety, security and law enforcement functions, directing investigations of crimes and other offenses, special events management, crime prevention programs, officer training and professional development.

Additionally, Mackesy will design and implement departmental strategies and objectives to ensure departmental goals are met, as well as develop and/or supervise the implementation of programs, policies and procedures and technology initiatives. He will also develop proposals, recommendations and reports for senior leadership, collaborate with senior leaders to integrate departmental objectives that impact the University and will maintain the accreditation standards as set forth by the Commission for Florida Law Enforcement Accreditation, Inc.

Mackesy comes to the University with more than 30 years of law enforcement experience. Before coming to UNF, he served as executive director of Public Safety Programming at Florida State College at Jacksonville, where he also served as director of Emergency and Security Training. While there, he helped design and implement the Threat Assessment Management Team and advised the team on protocols for dealing with perceived threats against the campus community. Additionally, he evaluated the college-wide campus security, which resulted in the reorganization of the college’s security functions.

Prior to FSCJ, he served in various capacities for the Jacksonville Sheriff’s Office for 32 years, with his most recent role serving as undersheriff. He was responsible for overseeing the day-to-day activities of five departments comprised of approximately 3,000 employees. He served as liaison to the mayor’s office and city council, as well as federal and state legislators and numerous agency heads throughout the region.

Mackesy has won numerous honors and awards, including the Prime F. Osborn III Distinguished Business Leader Award, Jacksonville Bar Association Liberty Bell Award, UNF Coggin College of Business Outstanding Alumnus Award and Outstanding Victim Advocate Award, to name a few. He earned both his master’s and bachelor’s degrees in business administration from UNF and is a graduate of the FBI National Academy, 190th Session.
