With more than 16,000 students taking classes and many scheduled events for the public, things can get pretty busy at UNF, especially on weekdays. Parking regulations are strictly enforced 24 hours a day, 7 days a week, first for safety and efficiency, but also to respect students, faculty and staff who have purchased annual parking permits.
Daily Virtual Permit

Our system is based on virtual permits, where you register your vehicle's license plate to be the virtual permit. This method includes our daily passes that can be purchased from the free mobile phone app flowbird or through Pay-by-Plate kiosks. During this time, it is highly encouraged to utilize the flowbird app as a contact-less option.
All vehicles must be parked "nose-in" so our enforcement tag recognition cameras can scan the plates efficiently. A vehicle "backed-in" to a parking space, making the license plate not visible to our enforcement cameras, will receive a parking citation.

To get started follow the below steps:
- Download the free flowbird phone app on your smart phone or visit www.flowbirdapp.com
- Create an account
- Enter your license plate number
- Select the "pin" on the map that is closest to the location you wish to park in
- Select time
- End with payment confirmation
Don't forget:
- Enter your license plate number correctly (FL license plates only use zeroes and NOT the letter Os)
- No need to display a physical daily permit or a receipt; your license plate is your daily virtual permit
- Park nose-in so that the rear license plate is visible to our tag recognition cameras
- A $5 daily virtual permit allows parking in both Blue and Gray Lots. A $2 daily virtual permit is valid for Gray Lot parking only. To verify, click on the above listed campus parking map link.

Enforcement activity is Monday through Thursday from 7 a.m. to 6 p.m. and Friday from 7 a.m. to 5 p.m.
No permit is required from 5 p.m. Friday through 7 a.m. Monday unless there is a special event on campus. To verify special events, Master Calendar.
If visiting the University Center for a special event or class, no permit is required to park in Lot 16 (located in front of the center).

If you are visiting UNF, there are two options: $5 or $2 daily virtual permits. These daily virtual permits can be purchased from the flowbird app or the Pay-by-Plate kiosks. To view kiosk locations, click Pay-by-Plate Map for locations, and units will accept debit or charge cards. The $5 daily virtual permit allows parking in Blue or Gray Lot spaces and the $2 daily virtual permit is valid for Gray Lot parking Only. These designated colored lots are located in the above mentioned Pay-by-Plate Map.
The permits are valid only for the calendar day you purchased it, not for a 24-hour period from the time that it was purchased. A Consecutive Multi-day Permit is not available, you must purchase a Daily Virtual Permit each day that you park on campus.
Once you have purchased a Daily Virtual Permit, it is non-refundable.

- Drive up to kiosk at campus entrances, or park in preferred lot and walk to nearest kiosk. Pay-by-Plate Kiosk map
- Make sure to park "nose-in" so that your license plate is visible from the driving lane.
- Take note (or take a picture) of your vehicle license plate to enter at the kiosk.
- At Kiosk, press the START button on the keyboard (located below the screen) All prompts will be done on the key board (this is not a touch screen system)
- Then, Press 1 for PARKING; PAY BY PLATE PARKING WITH CARD
- Next, enter your license plate number, and then press the green Print button (bottom right side of the keyboard) Note: The State of Florida does not use the letter O, only number zeros.
- Finally, enter your payment method
- A receipt may print as a confirmation that the daily virtual permit has been purchased--this does not need to be placed in vehicle window.

Yes. You may purchase a daily permit from the flowbird app or from the Pay-by-Plate kiosk stationed near Building 53, Ann and David Hicks Hall, within Lot 53. Once you purchase a $2 permit from either the app or kiosk, take note that you are only allowed to park in Gray Lots such as Lots 14, 18, 53 and 60, not the inner core of campus. Please refer to the campus map, for the location of these lots.

Visitors with a $5 Daily Virtual Permit, may park in spaces within Blue and Gray Lots, designated with Blue and Gray lot signs. These spaces are located in most surface lots and on the 2nd, 3rd and 4th floor of both the Arena Garage (Garage 38; avoid parking on the ramp that leads to the 2nd floor, these spaces are assigned for Faculty/Staff permits) and the Fine Arts Center Garage (Garage 44). Other valid parking spaces include the 4th floor of Garage 44A (new garage section of the Fine Arts Center Garage and accessible from the 3rd floor). These are located on the campus map.
Visitors with a $2 Daily Virtual Permit, may park in the Gray Lots only. (refer to the above listed campus map link)

Yes; a one-day daily virtual permit can be purchased for the two-wheeled motorized vehicle. All daily virtual permits can be purchased from flowbird app or Pay-by-Plate kiosk, please click on the map of kiosk locations. You may park in any designated motorcycle spaces on campus.
Note: You will need to park your motorized vehicle "nose-in" so that the license plate can be easily read by our tag recognition cameras.

If you have on-going business with the University, you may purchase a Green Vendor Permit ranging from one month up to a year, depending on the nature of your contract. Authorized vendors may purchase the desired month range and pay at time of purchase or will be invoiced.

No, your license plate(s) information is registered/linked to the permit(s) purchased on the company account along with point of contact's information.
*The authorized vendor may list up to 5 vehicles per permit, however, only one vehicle is allowed on campus at a time. If more than one vehicle is parked on campus at the same time, one or both vehicles may run the risk of being cited. Additional permits may need to be purchased.

Vendor permit parking spaces are called Green permit parking spaces and marked "Green Permit Required". These are located in Lots 2, 4, 7, 8, 9, 17 and 64. Green permit holders may also park in Blue and Gray lots on campus (see campus map for details).
Green permit holders are prohibited to park in Faculty/Staff, Reserved or Housing Lots 10, 11, 12, 15, 17 and 55 (unless specific accommodations are made).
Note:
The purchase of this permit does not guarantee the holder a space within the noted description area but does allow the parking use of various lots in and around the core of campus.

Guidelines:
- Wear a mask in all indoor and outdoor areas on campus.
- Exception include anyone eating or drinking, and anyone under 2 years of age.
- Do your part. Stay apart. Maintain 6 feet of social distancing.
- Wash your hands frequently or use hand sanitizer.

Riding on a shuttle or a school bus

Lot 55, behind The Fountains, Building 55. Buses will not need to purchase a Daily Virtual Permit to park in this lot. Any students and chaperons that accompany the bus(es) in their own vehicles will need to purchase a $5 or $2 Daily Virtual Permit from either the
flowbird app or a Pay-by-Plate kiosk, click on
map for kiosk locations. $5 Daily virtual permits allow parking in Blue and Gray Lots, designated with Blue and Gray lot signs. $2 Daily virtual permits, allow parking in Gray Lots only.
Attending special events at the Fine Arts Center

Yes, if you are attending an event during the week and park your vehicle before 6 p.m. Monday through Thursday or before 5 p.m. Friday, you must purchase a $5 Daily Virtual Permit from either the flowbird app or Pay-by-Plate kiosk. Refer to the above regarding Daily Virtual Permit details. If the special event occurs on Saturday or Sunday, check with your event coordinator to see if a virtual parking permit must be obtained.

You may park your vehicle on the 2nd, 3rd, or 4th floor of the Fine Arts Center garage (Garage 44; adjacent to the Fine Arts Center, building 45) and the 4th floor of Garage 44A (new garage section accessible from the 3rd floor of the Fine Arts Center garage). Other options include Lot 1 (surface lot surrounding Parking Garage 44) and Lot 2 (in front of the Thomas G. Carpenter Library, building 12).
Refrain from parking in spaces marked in orange and green lines. Spaces marked with orange lines are restricted to Faculty/Staff and spaces marked with green lines are reserved for Vendors. Also, refrain from parking in the loading dock area or the circle leading to the loading dock at the rear of the Fine Arts Center.

Attending special events at the Herbert University Center (HUC)

If you are attending a conference, seminar or social event such as a wedding or reception at the Herbert University Center (HUC, Building 43), you are not required to purchase a daily virtual parking permit to park in Lot 16. This lot is located off Alumni Drive, adjacent to the University Center. Overnight parking is not allowed within this lot.

Each day that you will be on campus, you must purchase a daily virtual permit per day. Multi-day consecutive permits are not available.

If you are just dropping off (up to 30 minutes before the start of the camp) at the designated location or picking up (up to one hour after the camp is finished) at the designated location, you do not have to purchase a daily permit. A camp coordinator will inform you of the designated drop off and pick up location.

Vendor Permits allow parking in many surface lots and the 2nd, 3rd and 4th floor of both garages, plus spaces indicated for vendors in Lots 7, 9, 2, and the Student Union. You are restricted from parking in Faculty/Staff spaces marked with orange lines.

If you get three unpaid tickets, your vehicle may be booted and may be towed -- at your expense. Avoid parking in the following: No Parking zones, service areas, fire lanes, Lot 7, Reserved, Faculty/Staff (indicated by orange stripes), Restricted or Disability space (without displaying a valid disability placard or abusing the use of the placard). Also, refrain from obstructing traffic and creating a safety hazard with your parked vehicle.
