Access database files cannot be opened directly from OneDrive. Doing so will cause the database to become corrupted.
As a workaround, a user can download the .accdb file to their PC and open it with Access desktop application to view. After closing Access they can copy the .accdb file back to OneDrive for backup purposes. This method means Access db files shared from OneDrive should only ever be View Only.
Departments wishing to share an Access db with multiple users can do so under the O: drive.
