 In March 2019, Marlynn joined UNF after serving as the Deputy Title IX Coordinator at Florida International University for two and a half years, and as an NCAA Division I Compliance Officer for 15 years. Her primary role is to coordinate UNF’s efforts to comply with and carry out the university’s responsibilities under Title IX, implementing regulations, coordinating the investigation of all discrimination complaints, monitoring the hiring and selection of faculty and staff, providing training for the university community, compiling the State of Florida Equity Report and the federal Affirmative Action Plan and using the data from those reports to help departments prepare proactive recruitment strategies for faculty and students. Marlynn oversees the university Title IX Committee and serves on the Intercollegiate Athletics Committee, Alcohol and Other Drugs Committee and the ADVANCE team for the College of Construction, Engineering and Computing.
  

She is a member of the Florida and District of Columbia Bar Associations, Jacksonville Women Lawyers Association and Delta Sigma Theta Sorority, Inc’s Jacksonville Alumnae Chapter. She holds a bachelor of arts degree from the University of North Carolina at Chapel Hill School of Journalism, a master of science degree from Virginia Commonwealth University and a juris doctorate from the University of Miami, where she was a member of Iron Arrow (the university’s highest honor), Bar and Gavel (the law school’s highest honor), and the Roger Serino Award recipient for her class presented to the outstanding third-year law student.

Christina Chatman
Title IX and Civil Rights Investigator
 
Christina joined UNF in May 2020 from Virginia Polytechnic and State University where she served as Title IX and Compliance Investigator for two years. She previously served as an Investigation Specialist I/II at Florida Commission for Human Relations for over three years and has 13 years' experience as a Probation/Parole Officer. At UNF, Christina investigates Title IX and Title VII complaints as well as provides training for the university campus. She is the EOI liaison for the College of Education & Human Services, Department of Diversity Initiatives/Commission on Diversity and Inclusion, and Student Government. 

Christina holds a bachelor’s degree from Eastern Michigan University.

Katie Haft
 EOI Coordinator 
 
In September 2016, Katie joined UNF as an EOI Specialist, and was promoted to Coordinator in May 2017. Her primary duties include oversight of the search and screening process for faculty and staff positions. In addition, she investigates claims of discrimination, and provides training for the campus community. She is the EOI liaison with Continuing Education, Honors College, Florida Institute of Education, and Human Resources.   
 
Katie is an avid bowler, and a member of the UNF African American Faculty and Staff Association. She holds a bachelor’s degree from the University of Indiana, Bloomington and is an alum of UNF with a master’s degree.

Fantei Norman

 EOI Coordinator 

 

In August 2009, Fantei a joined UNF as a Welcome Desk Receptionist in Housing and Residence Life. Fantei joined the EOI staff in August 2017, as an EOI Specialist and was promoted to her current position in February 2020. Her primary role is in conducting and facilitating training opportunities on Title IX, Title VII and Diversity and Inclusion for the UNF community. In addition, Fantei manages the department budget and is the primary contact for the EOI website and social media accounts. She is the EOI liaison with the College of Arts & Science, Coggin College of Business, Center for Instruction and Research Technology, Housing and Residence Life, LGBT Resource Center, Student Organizations, and UNF Online.
 
Fantei serves as Vice President for UNF African American Faculty and Staff Association. She holds a bachelor’s degree from Jacksonville University and a master’s degree from Texas Christian University.

Title IX Committee 

The Title IX Committee is charged with monitoring, evaluating, and determining if sex or gender-based equity exists in the areas of Financial Aid, Student Housing, Admissions, Intercollegiate Athletics, Employment and Compensation, and with coordinating the university's efforts to comply with and carry out its responsibilities under Title IX and its implementing regulations, including the investigation of Title IX complaints and sexual misconduct.

(CSAs) are mandated under federal law to report crimes and their locations per the Clery Act, but not investigate or determine whether an incident is actually a crime. For a list of positions designated as CSAs, please see UNF Policy 1.0120P, titled Campus Safety and Security Reporting.

 

"Responsible Employees"

Are required to promptly report allegations of sexual misconduct, as defined in Sexual Misconduct Regulation (1.0050R), by or against any student, employee, contractor or visitor to the Title IX Coordinator or any Deputy Title IX Coordinator.
