Marlynn R. Jones, Esquire
Director, Equal Opportunity and Inclusion and Title IX Coordinator
In March 2019, Marlynn joined UNF after serving as the Deputy Title IX Coordinator at Florida International University for two and a half years, and as an NCAA Division I Compliance Officer for 15 years. Her primary role is to coordinate UNF’s efforts to comply with and carry out the university’s responsibilities under Title IX, implementing regulations, coordinating the investigation of all discrimination complaints, monitoring the hiring and selection of faculty and staff, providing training for the university community, compiling the State of Florida Equity Report and the federal Affirmative Action Plan and using the data from those reports to help departments prepare proactive recruitment strategies for faculty and students. Marlynn oversees the university Title IX Committee and serves on the Intercollegiate Athletics Committee, Alcohol, Tobacco and Other Drugs Committee and the ADVANCE team for the College of Computing, Engineering and Construction.
She is a member of the Florida and District of Columbia Bar Associations, Jacksonville Women Lawyers Association and Delta Sigma Theta Sorority, Inc’s Jacksonville Alumnae Chapter. She holds a bachelor of arts degree from the University of North Carolina at Chapel Hill School of Journalism, a master of science degree from Virginia Commonwealth University and a juris doctorate from the University of Miami, where she was a member of Iron Arrow (the university’s highest honor), Bar and Gavel (the law school’s highest honor), and the Roger Serino Award recipient for her class presented to the outstanding third-year law student.

Fantei Norman
Title IX and Civil Rights Investigator and Deputy Title IX Coordinator
In August 2009, Fantei a joined UNF as a Welcome Desk Receptionist in Housing and Residence Life. Fantei joined the EOI staff in August 2017, as an EOI Specialist and was promoted to Coordinator in February 2020. She was promoted to her current position in December 2021. Her primary role is in conducting investigations, and facilitating training opportunities on Title IX, Title VII and Diversity and Inclusion for the UNF community. In addition, Fantei is the primary contact for the EOI website and social media accounts. She is the EOI liaison with the College of Arts & Science, Coggin College of Business, Center for Instruction and Research Technology, Housing and Residence Life, LGBTQ Center, and UNF Online.
Fantei serves as President for UNF African American Faculty and Staff Association. She holds a bachelor’s degree from Jacksonville University and a master’s degree from Texas Christian University. Fantei is also currently enrolled in the Doctor of Education (EdD) degree program in educational leadership at UNF.

Leslie Hicks
EOI Investigator
In April 2022, Leslie joined UNF as an EOI Investigator. Leslie is a Jacksonville University alumna. Leslie most recently worked as a federal contractor investigating Title VII claims for the federal sector and previously worked with the Jacksonville Human Rights Commission. Her primary role is conducting investigations. In addition, Leslie is the EOI liaison with the College of Education & Human Services, Continuing Education, Honors College, Commission on Diversity and Inclusion, Florida Institute of Education, Graduate School, and Student Organizations.
