Biographical Sketch

Dr. Jackson is a member of the founding faculty of the Civil Engineering Program at the University of North Florida. He also has over twenty years of consulting experience in Civil Engineering and Construction. His professional career includes Design and Management experience in both the public and private sectors. He is a licensed Professional Engineer, and actively engages his students with the Engineering Profession. His technical expertise includes the Engineering Properties of Construction Materials; including Soils, Concrete, Asphalt and Recycled By-Products; the Design, Evaluation and Preservation of Pavement Structures and Foundations; and Construction Quality Assurance/Quality Control.

Experience

Associate Professor: The University of North Florida, College of Computing, Engineering, and Construction. Member of the founding faculty of the Civil Engineering Program at UNF. Chaired original Accreditation Committee leading to successful accreditation visit by ABET Review Team in 2002. Instruct and engage in scholarly activities related to Sustainable Construction Materials and Methods, the Beneficial Use of Recycled By-Products, and Pavement Design, Evaluation, Management and Preservation. Examples of recently completed research conducted at UNF include: BDH23, Harmonization of Texture and Skid Resistance Measurements;BDB11, Use of Nondestructive Techniques to Estimate the Allowable Vibratory Compaction Level During Construction; DO2022, Measuring Pavement Friction Characteristics at Higher Speeds for Added Safety; and BD273, Evaluation of Variable Properties of FDOT Friction Courses.

Assistant Professor: The University of Tennessee, Department of Civil and Environmental Engineering. Taught and conducted research related to Construction Materials, Portland Cement and Asphaltic Concrete Mix Design and Analysis, and Pavement Management and Design. Also participated in the first ABET 2000 Criteria assessment of the Civil and Environmental Engineering Department at UT in 1999.

Construction Materials Engineer: Vulcan Materials Company, Birmingham, Alabama. Provided technical services including training, quality control, and research and development in an effort to promote a better understanding of the interaction of aggregates, concrete, and asphalt in construction.

Materials Engineer: Florida Department of Transportation, Deland, Florida. Provided leadership in the coordination and management of materials testing, construction inspection, and research policies and programs for the Fifth District of the Florida Department of Transportation. Managed a staff of over 50 engineers and technicians responsible for the inspection, sampling, and testing of construction materials, as part of a $225 million District construction program.

Project Manager: Geotechnical and Environmental Consultants, Inc., Orlando, Florida. Provided project management and geotechnical engineering services for a variety of private development and public transportation projects throughout central Florida.

Project Engineer: Dames & Moore, Portland, Oregon. Provided project engineering and management services for various geotechnical engineering projects constructed in the northwest U.S.

Staff Engineer: Soil & Material Engineers, Inc., Orlando, Florida. Performed geotechnical and construction materials engineering and testing services for a variety of civil engineering and transportation related projects in the southeast U.S.

Engineering Technician: Jammal & Associates, Tampa, Florida. Performed standard laboratory and field tests on soils, concrete and asphalt, and conducted on-site inspections for general compliance with project plans and specifications including the expansion of the Tampa International Airport.
