Order – Office of the Student Body President
By the authority vested in me as president by
the Constitution and Statutes of the Student Government of the University of
North Florida, and in order to further promote effective and efficient spending
in the executive branch, it is hereby ordered as follows:
Section I. Policy
My administration is committed to
continually evaluating programs and services provided by Student Government in
an effort to identify inefficient and/or duplicative spending, and to implement
new policy that maximizes return on students’ investment.
The University of North Florida
values community engagement and its positive effect of transforming individuals
and promoting welfare. In like spirit, my administration is committed to
providing students with the means to volunteer locally or work on service
projects with fellow Ospreys.
The Volunteer Center (VC), an Agency
of UNF Student Government, has historically been tasked with the aforementioned
responsibilities. In a recent audit conducted by SG Treasurer William Namen, a
recommendation was made to my office that all VC operations be halted to
explore potential partnership opportunities with UNF Academic Affairs' Office
of Community Engagement and/or existing registered student organizations (RSOs).
Considering the resources dedicated by university administration, and the
two-dozen active clubs already working diligently to provide philanthropic
and/or service based projects, the VC can fairly be considered a duplication of
This investigation also evaluated
the cost effectiveness of the VC’s budget and found the following: "Overall, as of March 29th, 2013, the
Volunteer Center has expended or encumbered a total of $26,708.96 which is
approximately 81% of their total budget. Furthermore, as of March 29th, 2013,
the Volunteer Center has held six (6) reported service events for fiscal year
2012-2013, which by their records provided 117 total students with directly
organized volunteer opportunities. The $26,708.96 spent represents an approximate
per volunteer cost to SG of $228 for directly organized service projects.
Additionally, the Volunteer Center provided 160 volunteers to another eight (8)
third-party service events. Therefore, the total number of volunteers provided
to the Jacksonville community rises to 277, and the cumulative total cost per
volunteer becomes $96.42."
We must maintain our
institution's commitment to providing students with community engagement
opportunities, but it is also imperative to focus on the financial cost of
volunteerism through SG. The current costs associated with achieving this
outcome do not justify the results, and the high expense is mostly due to the
OPS positions budgeted within the VC's A&S Fee budget.
Section II. Executive Action
Whereas; in a year when the
Activity and Service Fee was not raised, and in an effort to provide students
with enhanced services at a similar or reduced cost, it is unacceptable to
apportion student fee revenue to an effort that can reasonably be construed as
a duplication of existing campus services, and;
Whereas; Article 3 Section 1 of
the University of North Florida Student Government Constitution states that
"All Executive powers of the Student Government shall be vested in the
President of Student Government," and;
Whereas; Title XI of the Student
Government Statutes states "an Agency is a construct of the University of
North Florida Student Government and has no authority or prerogative granted to
it through Student Government unless granted to it through the President."
Therefore; I hereby order that
all operations of the Volunteer Center cease effective April 5, 2013 at 5:00pm.
This Executive order shall remain in effect until further notice, or for the
duration of my term as Student Body President.
Furthermore; during this period,
the Executive Cabinet will have direct oversight of the SG Lend-a-Wing Pantry.
The Pantry Coordinator Position will hereby be re-classified as the Pantry Director.
A request will be formally submitted to the SG Scholarship Committee to provide
the pantry with coordinator positions to help promote and maintain the program
and facility. Student Government’s strategic outlook on maintaining and growing
the Lend-a-Wing pantry remains unaffected.
Furthermore; relevant Executive Branch
members, at the direction of the SG President, shall explore and develop ways
of promoting student community engagement at a substantially lower cost than
was otherwise available by means of an Executive Agency.
The UNF Volunteer Center is dedicated to assist students to be involved in their community and attain their personal and professional goals through their community involvement. Our aspiration is to be the link between nonprofit organizations, businesses, schools, and students and ensure that every UNF student has an opportunity to be an influential and active community leader.
We promote community service by providing a variety of opportunities, committees, events, and projects throughout the school year. We are confident that by volunteering you will gain valuable knowledge and experience, meet new people and contribute to your community. We enhance the quality of life on campus and in our community through service, lending a hand where needed.
