  • New Business
    Cheresa Boston, Director of Sponsored Research at the UNF Office of Research and Sponsored Programs (ORSP) gave a presentation to the committee about ORSP and also answered questions from the committee. Director Boston indicated that there are five distinct units within ORSP.

    The first unit is Research Development Services. This unit helps find funding, develop proposals, conduct outreach, prepare budgets, submit proposals, and maintain subject matter expertise regarding the changing rules and regulations of academic research at state and especially federal agencies such as the National Science Foundation, National Institute of Health, and the Department of Education.

    The second unit is Research Integrity Services. This unit ensures all research is conducted ethically and addresses animal care, human subjects, and biohazards. The unit also helps determine if a protocol is exempt from Independent Research Board oversight. It also ensures that the proper checklists are used and that human subject determination forms are used when necessary.

    The third unit is the Contract Administration Services. This unit manages the terms and conditions and grant awards, and also negotiates and accepts awards.

    The fourth unit of ORSP is the Grant Accounting and Financial Management Services. They manage the financial aspects of an awarded project. Ms. Boston indicated that the current overhead rates are 46.5% for on campus federal research, 26% for off campus federal research, 20% for nonprofit research, and between 0 and 25% for Florida state research.

    The fifth and final unit of ORSP is Administrative Services which manages grant files and intellectual property and technology transfers.

    The committee asked about the Individual Professional Development (IPD) account that all faculty have. Ms. Boston explained that 10% of the research overhead funds are placed in an IPD account for a professor to use, at their discretion. The residual balance from any fixed price contract work a faculty member performs also goes into their IPD account. Faculty can check their IPD balance through Banner. Contact the Grant Accounting and Financial Management unit of ORSP for more information about checking IPD account balances.

    Ms. Boston also explained to the committee how the new research course release program works. When a professor is awarded a grant of at least $100k, and funds student researchers they may be eligible for a Research Course Release Award. In exchange for the course release, the office of Academic Affairs will provide $3000 to support an adjunct to replace the faculty’s course assignment they were released from.

    The committee did give feedback to Ms. Boston, expressing concern for professors who teach courses for which they cannot be released from. In particular, some graduate programs have individual professors who may be the only qualified person who can teach a necessary course. In such instances, the committee suggested an alternate award process may be appropriate.

    Pam Zeiser agreed to contact Assistant Professor Mike Binder from the Public Opinion Research Lab to see if would be willing to speak to the committee.

    Brian Kopp indicated that he would send out links to a Doodle calendar to try and arrange a time for the Faculty Support Services meeting next semester.
