Item 1 Call to Order 

Chair Taylor will call the meeting to order.

Item 1A Volunteers in Medicine Program (Attachment 1)

 The purpose of this item is to provide a brief overview of the Brooks College of Health’s involvement in the Volunteers in Medicine Clinic given by Michele Bednarzyk, faculty member, and Nancy Pitruzello, student. 

 

Provost Workman will introduce Ms. Bednarzyk and Ms. Pitruzello.

Item 2 Chair’s Report

Item 5A Approval of the Minutes (October 18, 2007

Item 5B Items from the Finance and Audit Committee 

Item 5Bi Athletics, Health and Activity and Service Fees (Attachment 1, 2)

The purpose of this item is to present the proposed increase for the student athletics, health and activity and service fees for 2008-2009. A $0.72 increase in these fees was recommended by a committee of students, faculty and staff, and endorsed by the President, and approved by the Finance and Audit Committee. The $0.72 increase includes increases to medical and mental health services, athletics, and activities and service fees.

Item 5Bii Parking Rate Schedule and Transportation Access Fees (Attachment 1, 2)

The purpose of this item is to present the proposed parking rate schedule and transportation access fee for 2008-2009. A $5.00 across-the-board increase was proposed by a university-wide committee and endorsed by the President, and approved by the Finance and Audit Committee.

Item 5Biii Memorandum of Understanding (MOU) between the UNF Board of Trustees and the Training and Service Institute, Inc. (TSI) (Attachment 1, 2)

The MOU between the UNF Board of Trustees and TSI is being presented for ratification by the Board of Trustees. This MOU further clarifies the relationships among TSI, Board of Trustees and the university. It has been approved by TSI’s board of directors and the Finance and Audit Committee. It is consistent with the MOU between the Board of Trustees and the UNF Foundation.

Item 5Biv Change to the 2007-2008 Audit Plan (Attachment 1, 2)

The purpose of this item is to present a proposed change to the 2007-2008 Audit Plan Management Advisory Services on payment card industry data security standards. The change involves removing the Purchasing Card Audit and having the Internal Auditors Office assist the university in ensuring its compliance with Payment Card Industry data security standards.  This change was approved by the Finance and Audit Committee.

Item 6 Housing Rental Rates for 2008-2009 (Attachment 1, 2, 3, 4, 5, 6)

This is a request to approve new housing rental rates for 2008-2009. The average increase would be 4.15 percent. The rates have been reviewed by students.  During this review, members of the student body raised issues concerning the proposed change in the cancellation fee. They did, however, agree with the increase in the housing rates themselves.

 

All fee increases, including the change to the cancellation fee, were recommended by the Auxiliary Budget Committee. They are endorsed by the President and approved by the Finance and Audit Committee.

 

Vice President Gonzalez will address the Board and present the housing rental rates for 2008-2009.

Item 7 Schedule of Tuition and Fees Regulation (Attachment 1, 2)

The purpose of this item is to present a proposed amendment to the 2008–2009 tuition and fees regulation.  In accordance with the Board of Governors Regulation Development Procedures, this tuition and fees regulation was promulgated as an emergency regulation and subsequently, approved by the Board of Governors on October 23, 2007.

 

The Board of Trustees must now vote to adopt the final regulation (tuition and fees regulation). 

 

Vice President and General Counsel Stone will address the Board and present the schedule of tuition and fees regulation.

Item 8 AFSCME Ratification (Attachment 1, 2)

The purpose of this item is to present for approval a proposed AFSCME collective bargaining agreement. 

 

The UNF bargaining team and AFSCME have tentatively agreed on a new collective bargaining agreement. AFSCME’s membership ratified the contract with their vote on December 12, 2007.  The changes in this agreement (a) clarify that there is a 6-month probationary period for each position covered under the agreement, (b) state that an individual who is given a promotion but is unsuccessful in meeting the requirements for that position may return to their prior or a comparable position, (c) increase the transportation access fee to $90 consistent with the changes in the parking regulations, and (d) document the required standards for the State funded $1,000 bonus. 

 

The agreement requires Board ratification. 

 

Vice President Gottlieb will address the Board and present the AFSCME collective bargaining agreement.

Item 9 Delegation of Approval Authority – State University Research Commercialization Assistance Grant Proposals (Attachment 1, 2, 3)

The State University Research Commercialization Assistance Grant Program was established by the 2007 Florida Legislature within the 21st Century Technology, Research, and Scholarship Enhancement Act (F.S. 1004.226).  The Program is designed to promote the commercialization of university research products for the purpose of enhancing the state’s economy and creating a more vital link between venture capitalists, industry, and Florida’s state universities.  Under the Program, a state university, or a cooperative of state universities, may apply for early stage capital funding for the purpose of developing products and services resulting from university research.

 

Addressing the grant proposal submission process, the legislation (Section 1004.226(7) (b)) states that, "Any state university, upon approval of its board of trustees, may submit a request to the board [i.e. the Florida Technology, Research, and Scholarship Board] for a grant to facilitate the commercialization of a university research product or the commercialization of a patent held by a state agency under a cooperative agreement between the state agency and the university."

 

In order to facilitate the submission of grant proposals to the Florida Technology, Research, and Scholarship Board and to avoid potential delays, it is recommended that the University Board of Trustees delegate approval authority to the President, who may, in turn, delegated this authority to the appropriate university administrative office.

 

Provost Workman will address the Board and present the delegation of approval authority.

Item 10 Reports from the Finance and Audit Committee 

Item 10A Quarterly Budget Report (Attachment 1, 2)

The purpose of this item is to present this quarter’s budget report. 

 

Vice President Shuman will address the Board and present this quarter’s budget report.

Item 10B Treasurer’s Report and Local Government Investment Fund (Attachment 1, 2, 3)

The purpose of this item is to present the current treasurer’s report, as of November 30, 2007. Discussions will also include information on the Local Government Investment Fund.

 

Vice President Shuman will address the Board and present the current treasurer’s report.

Item 10Bi Approval of a Delegation of Authority to Establish Investment Accounts (Attachment 1, 2)

In the process of opening an investment account with Evergreen Services Company, LLC, Evergreen has requested a corporate resolution approving this account or a letter from a University official empowered to authorize the establishment of such accounts.  In this item the administration is asking the Board for a resolution which (a) delegates the authority to open such investment accounts to the President and (b) provides him the authority to designate those individuals who can make transactions in these investment accounts on behalf of the University.

 

Vice President Shuman will address the Board and present the resolution.

 

Proposed Action: Approval.  Motion and second required.

Item 10C Capital Projects Quarterly Report and Change Orders (Attachment 1, 2)

This item is provided as a quarterly report to the Board of Trustees and describes current progress on each project, funding sources, and any current issues including change orders. The capital projects quarterly report is being provided for review by the Board of Trustees.

 

The Board authorized the President or his designee to approve change orders in the name of the Board for pre-established amounts. Approvals are for the purpose of expediting the work in progress and are to be reported to the Board and entered into its official minutes. 

 

Vice President Shuman will address the Board and present the quarterly budget report.

Item 11 Election of New Officers (Attachment 1)

As is stated in the Board of Trustees bylaws, a chair and vice-chair shall be elected by the Board of Trustees at its first regular meeting of the year and shall serve for a two-year term, to begin immediately upon selection. 

 

The Board previously elected these offices at their January 2006 meeting.
