ABSTRACT
The collection contains administrative, legal and subject
files, and printed materials relating to the Jacksonville - Duval
County, Florida government consolidation period of 1967-70. The
papers provide insight and documentation on this pivotal era of
Jacksonville history as witnessed by Richard A. Martin, a central
participant in the consolidation process. Martin, a Jacksonville,
Florida author, used the files as source materials to complete
his book, Consolidation:
Jacksonville-Duval County, the Dynamics of Urban Political Reform (1968).
As a local journalist, editor, and municipal employee, Martin
was a prime observer of Duval County history and politics. He held
the position of Chief of Public Relations, City of Jacksonville
from 1968 to 1970 and reported on consolidation for the Florida
Times-Union and Jacksonville
Journal newspapers in 1967.

BIOGRAPHICAL / HISTORICAL NOTE
Richard A. Martin was a journalist, educator, historian and author.
Born in Brooklyn, New York in 1927. Graduated from University of
Florida, Bachelor's and Master's Degrees in Education. Teacher, Ocala,
Florida public schools, 1955. Reporter, columnist and editor with The
Florida Times-Union and the Jacksonville Journal, 1956-67.
Head, Department of Educational Services and Historical Research,
Silver Springs Inc., 1966-67. Chief of Public Relations Division,
City of Jacksonville, 1968-70. Free lance writer, 1970-.
Also, Creative Director/Partner, Radcliffe Advertising Agency, Jacksonville,
Florida, 1978-85. Research and Development Specialist, Division
of Convention Support Services, City of Jacksonville, Florida, 1985-.
Author of numerous articles and publications on Jacksonville and
Florida history. Pulitzer Prize nomination, 1959 and 1968.
Winner of Arthur
W. Thompson Memorial Prize in Florida History, 1975.
Died on March 27, 2003.
SCOPE AND CONTENT NOTE
The consolidation materials
span the years 1963-1993, with the bulk of the items concentrated
in the transitional consolidation years of 1967-70. Newspaper clippings
and printed materials form the majority of the collection. Few
personal items are included.
Resources include primary reports and speeches
from prominent elected officials; an extensive group of editorials
and daily newspaper articles (many written by Mr. Martin) exploring
the numerous issues arising from merging the Jacksonville - Duval
County governments; and insights into the Hans Tanzler era of Jacksonville
mayoral history. The collection also complements the Joe Carlucci
Papers, who was a Jacksonville City Councilman during the same period.
Miscellaneous materials include additional research items held by
Mr. Martin: newsclippings and correspondence relating to the British
War Relief Society (1940-41); copies and transcriptions of Jacksonville,
Fla. City Council. Minutes, 1870-85 / Selected Ordinances, 1870-1883;
and Jacksonville, Fla. Board of Trade. Official Minutes, 1867-1871.
