Michael Hallett Jerry Inman was sentenced to 30 years in prison for the kidnap and rape of Tiffany Souers. After only serving 16 years behind bars, he was free to go, although he was a two-time sex convict. University of North Florida Criminologist Michael Hallett told WTLV Ch. 12 that "releasing a sex offender unconditionally without supervision is not a good idea."
