Constitution of the Epsilon Chapter of the Upsilon Pi Epsilon Association
The International Honor Society for the Computing Sciences
Article I
Name and Objective
- Section 1.
- The name of this nonprofit organization shall be the Epsilon
Chapter of the Upsilon Pi Epsilon Association.
- Section 2.
- The objective of the Epsilon Chapter shall be the promotion
of high scholarship and original investigation in the several
branches of Computer Science.
- Section 3.
- The Epsilon Chapter of the Association shall be located at
the University of North Florida.
Article II
Organization of the Epsilon
- Section 1.
- The Epsilon Chapter shall be established at the University of North
Florida, which offers a curriculum that leads to the awarding of a
degree in Computer Science.
- Section 2.
- The Epsilon Chapter of the Upsilon Pi Epsilon shall be represented
by the elected officers of the Epsilon Chapter and the Faculty
Advisor.
- Section 3.
- The provisions of this Constitution shall be subordinate to those of
the Constitution and Bylaws of the Upsilon Pi Epsilon Association.
Article III
Government of the Epsilon Chapter
- Section 1.
- The general government of the Epsilon Chapter shall be
vested in the Constitution and Bylaws of the Upsilon Pi
Epsilon Association.
- This constitution shall be subordinate to the Constitution and
Bylaws of the Upsilon Pi Epsilon Association.
- Section 2.
- Additional government for the Epsilon Chapter will be provided by
the Bylaws adopted by the members of the Epsilon Chapter and
approved by the Upsilon Pi Epsilon Association.
- Section 3.
- The Epsilon Chapter of the Upsilon Pi Epsilon shall be represented
by the elected officers of the Epsilon Chapter and the Faculty
Advisor.
Article IV
Membership in the Epsilon Chapter
- Section 1.
- The Epsilon Chapter shall consist of members and honorary
members.
- Section 2.
- The membership of the Epsilon Chapter shall consist of:
- undergraduate students of junior or senior rank,
- graduate students,
- individuals affiliated with the University of North Florida in
some capacity other than that of a registered student, and
- individuals of recognized ability in their respective branches
of Computer Science but who are not classified in any of the
former categories.
- Section 3.
- All members shall be elected to membership according to Article V
of this Constitution.
- Section 4.
- Honorary members shall be individuals whose character, reputation,
and influence would be a distinct asset to Upsilon Pi Epsilon.
- Section 5.
- Eligibility for membership shall not be limited by race, color, creed,
age, or sex.
- Section 6.
- Any member desiring to resign his membership shall do so in
writing to the Epsilon Chapter Secretary.
- Section 7.
- If any member shall use his membership in an unethical way, the
Epsilon Chapter may petition the Upsilon Pi Epsilon Association to
suspend the individual's membership.
Article V
Election of Members
- Section 1.
- An election of new members shall take place during the Fall term of
the University of North Florida scholastic year.
- Section 2.
- The eligibility requirements for membership in the Upsilon Chapter
shall be as follows:
- Undergraduate students must have a declared major in
Computer Science, Information Science or Information
Systems. At least 64 hours of course work accepted by the
University of North Florida must be successfully completed.
At least an overall GPA of 3.2 must be attained. At least 18
hours of course work in the required Computer Science
courses must be successfully completed.
- Graduate students must have been accepted into the Master's
program of the College of Computer and Information
Sciences. At least half of the course work required for the
Master's degree must be successfully completed. A GPA of
3.5 over courses within the Master's program for the College
of Computer and Information Sciences must be attained.
- Faculty of the College of Computer and Information Sciences
or other allied computer fields shall have been employed full-
time at the University of North Florida for at least one year
and in responsible charge of undergraduate or graduate course
work or important research work. Eligibility of a faculty
member shall be based mainly on his current achievements as
denoted by degrees, rank, publications, high standards of
scholarship maintained in classes or research work, honors
and membership in other societies, and potential future
interests in Upsilon Pi Epsilon.
- Former students who met all previously defined requirements
before graduating from the University of North Florida within
the last three years.
- Others who have demonstrated excellence in the field of
Computer Science and whose membership would be seen as
an asset to the Epsilon Chapter.
- Section 3.
- All nominees for membership shall have their names forwarded to
the Epsilon Chapter Secretary in writing at least one week prior to
the meeting where the membership voting will take place.
- Section 4.
- Notice of membership elections shall be made at least one week
prior to the meeting when the membership elections will take place.
- Section 5.
- All new members shall be elected by secret ballot and must receive
a simple majority of the votes.
- Section 6.
- Membership shall be offered to an individual only once except in
the case of hardship.
Article VI
Discipline
- Section 1.
- The means of discipline shall include suspension or expulsion from
the Epsilon Chapter.
- Suspension shall entail the loss of voting privileges for a
specified time not to exceed one year.
- Expulsion shall result in the removal of the individual's name
from the Epsilon Chapter's rolls with possible
recommendations to the Upsilon Pi Epsilon Association.
- Section 2.
- A member may be disciplined by a consensus of the Epsilon
Chapter's officers and Faculty Advisor.
- Section 3.
- A member who has been disciplined may appeal the case to an ad
hoc Appeals Committee appointed by the Dean of the College of
Computer and Information Sciences.
Article VII
Meetings
- Section 1.
- At least one meeting of the Epsilon Chapter shall take place during
the Fall and Spring terms of the University of North Florida
scholastic calendar.
- Section 2.
- A special meeting shall take place in the Fall term of the above
mentioned calendar for the expressed purpose of considering new
members.
- Section 3.
- During the Fall meeting, a vote shall be taken to determine the dues
for the coming year.
Article VIII
Amendments
- Section 1.
- Amendments to this Constitution may be proposed by any voting
member of the Epsilon Chapter.
- Section 2.
- Any proposed amendment to this Constitution shall be submitted for
consideration to the Epsilon Chapter Secretary in writing at least
one week before a scheduled meeting. The proposed amendment
shall be debated during the meeting mentioned above.
- Section 3.
- A proposed amendment shall come into effect after being approved
by three-fourths of the voting members by secret ballot at the
meeting following the debate of the proposed amendment and
being ratified by the Upsilon Pi Epsilon Association. (Voting for
constitutional change may require a special meeting since the
Chapter normally meets once a semester.)
