QUESTION SYNOPSIS
Due to the recent closing of parking areas in front of the library, most of the traffic using the Fine Arts Center parking garage enters through a single small road. During high traffic times, could a police officer direct traffic there to prevent traffic backing up to 2nd and 3rd levels of the garage?
