This request is a proposal to change the current program of study
for the Deaf Education track of the Master of Education in Special
Education. The proposed changes include the addition of a new course
in conversational ASL (an APC 1 accompanies this proposal as well).
EDF 3946 (Field Lab II) will also be removed as a pre-requisite and
EHD 4XXX (Deaf Education Practicum) will be added to the pre-requisite
list. Also being added as pre-requisites are two new courses, (EHD
4XXX) Foundations of Literacy Development Deaf/Hard of Hearing I and
(EHD 4XXX) Foundations of Literacy Development Deaf/Hard of Hearing
II. Two courses (TSL 3550 and 4340) are being added to prerequisites
to meet State DOE requirements for ESOL.

Exceptionalities
Track |
This program change includes the addition of a new course (RED 3310)
in an effort to better meet state regulations for literacy requirements.
This change also adds two three-credit TESOL courses to enhance our
program of study to better prepare our graduates for work with students
who speak other languages. Also to change the title of the track from
Varying Exceptionalities to "Exceptional Student Education"
to match the new state certification category model.

Advanced Conversation Skills in ASL is designed to continue development
of conversational skills in American Sign Language and in. Students
will use the vocabulary and skills that they learned in ASL I - IV
as support to communicate with the Deaf and to refine the grammatical
and linguistic structure of ASL. This course is also a preparatory
course for internship the following semester. The content of this
course will focus on two parts: conversation with the Deaf and culture
of the Deaf. The course requires a mandatory field experience at the
Florida School for the Deaf and Blind. No new faculty or additional
resources are required for this course.

BAE: Special Education - Deaf Studies |
This request is a proposal to change the current program of study
for the Deaf Studies track of the Bachelor of Arts in Education. Changes
are made in part due to new Florida Department of Education rules
regarding ESOL and Literacy requirements for teachers. The proposed
changes include the removal of EDF 3946 (Field II), EDG 4410 (Classroom
Management) and EDG 3323 (Learning Process) from the program, the
addition of several new course (EHD 4XXX Deaf Education Field Practicum),
two American Sign Language Labs (SPA 4XXX and SPA 4XXX) to be attached
to ASL I (SPA 4620) and ASL II ( SPA 4623) and Management of the Exceptional
Classroom (EEX 4XXX). This change is also proposing to remove two
special education literacy courses (EEX 3252 and EEX 3250) and replace
them with two new courses (EHD 4XXX) Foundations of Literacy Development
Deaf/Hard of Hearing I and (EHD 4XXX) Foundations of Literacy Development
Deaf/Hard of Hearing II. Two courses (TSL 3550 and 4340) are being
added to meet State DOE requirements for ESOL.

Varying Exceptionalities Track |
This program change includes the addition of a new course in an effort
to better meet state regulations for literacy requirements. This change
also adds two three-credit TESOL courses to enhance our program of

changes. Program approval for a value-added 126 degree program is
in process and anticipated as other programs in the college have received
such approval. Also to change the title of the track from Varying
Exceptionalities to "Exceptional Student Education" to match
the new state certification category model. A new course in Classroom
Management for learners with exceptionalities is also being added.

This course will provide deaf education majors an opportunity to observe
deaf and hard of hearing students in classrooms and/or dormitory settings.
Deaf education majors will interact with the deaf or hard of hearing
students and observe both their culture and use of language. This
course will consist of periodic group meetings to process the observations
and field experiences. No new faculty or additional resources are
required for this course.

This laboratory for American Sign Language students is designed to
provide supplemental and extended practice in the understanding and
use of the language. Taken in conjunction with ASL I, this lab provides
the student with fundamental review and application of signs. No new
faculty or additional resources are required for this course.

This course is designed to provide students with the necessary knowledge
and skills to understand the development of literacy, through writing,
reading, and signing in learners who are deaf or hard of hearing.
Issues presented in this course are designed to complement content
of the co-requisite course entitled "Foundations of Literacy
Development of Students who are Deaf or Hard of Hearing II" and
include: Language development in deaf children, literacy development
in deaf children, teaching methods related to literacy, promoting
literacy in the classroom, language learning across the content areas,
and assessment of literacy. No new faculty or additional resources
are required for this course.

This course focuses on the behavioral and classroom support needs
of learners with exceptionalities. Upon completion of this course
students will be able to (a) design, manage, and maintain safe school
and classroom environments conducive to learning,
(b) implement teaching and intervention strategies derived from theory
and best practice specifically designed to improve appropriate desirable
behaviors and reduce behaviors that detract from the learning process,
(c) recognize and describe signs of various kinds of abuse and be
able to refer, document, and implement appropriate interventions in
a manner consistent with professional codes of conduct. No new faculty
or additional resources are required for this course.

K-12 Music Education majors will add Reading Methods for Secondary
Teachers (RED 3333, 3 credits) to meet the Florid DOE teacher education
requirements of a reading methods component. The Learning Process
(EDG 3323, 3 cr. ) will not be a requirement in the new K-12 Music
Education Program.
