ECO 3703 title and prerequisite change.

ECO 3703 is really a trade (micro economics) course and the new title more accurately reflects the course content. For ECO 3703, ECO 2023 is needed as a prerequisite, but ECO 2013 is not needed.

ECO 4723 is a macro economics based course that really does not need ECO 3703 as a prerequisite. The new course title and course description better reflect the needed course content.

These changes do affect the Arts and Sciences Economics Major and Economics Track; the COAS Dean has approved these changes.
