Elections for Faculty Association and University Committees
will be held immediately following the April 1, 1999,
Faculty Association meeting. Committee Vacancies under the Proposed New Bylaws
Vacancies for terms beginning Fall, 1999 on standing Faculty Association committees and other campus committees which need faculty representation are listed below. This is an opportunity for meaningful participation in the faculty governance process. A listing of the committees with vacancies scheduled beginning Fall, 1999, as provided in the Proposed Faculty Association Bylaws appearing on the February, 1999 agenda and the required qualifications, where applicable, is provided below:

For transition purposes, committees were put into one of two categories (category A and category B) in order to determine the status of continuing committee members:

Category	Committee Change Proposed Per Bylaws	Continuing Committee Status
A	Any Faculty Association standing committee for which a change is proposed for only the total number of representatives, and any committee for which no changes were proposed	Committee representatives whose terms expire during 2000 or 2001 will remain on the committee until the expiration date.
B	Any Faculty Association standing committee for which a change is proposed to the composition of the committee, (such as at-large postions to college representative positions), and any committee whose scope was modified or divided into multiple committees	All committee terms expire as of Fall, 1999. Any eligible committee representative wishing to nominate him or herself will be placed on the ballot.


Faculty Association Standing Committees

Executive Committee The Executive Committee shall serve as an advisory body to the President of the Association; shall approve items to be included on the Legislative Calendar of the monthly meetings of the Association; shall coordinate the efforts of all standing committees, determining committee purview as necessary; shall review and recommend to the Association on all questions concerning membership in the Association; and shall interpret to the Association the University Constitution and Association Bylaws.	The chairpersons elected by the Association's other standing committees also serve as members of this committee.

Category 'A' Committees

Faculty Affairs Committee The Faculty Affairs Committee shall review and recommend policies and practices regarding academic freedom, faculty evaluation, promotion and tenure, professional development, the organization and/or re-organization of academic units, faculty assignments and released time, ethics, affirmative action, teaching issues methods, honorary degrees, the use of the Faculty Commons and such other matters that customarily concern the regular faculty. The Committee shall approve all proposed recipients of honorary degrees from the University. The Committee shall also review, on request, unresolved differences between regular faculty members and the administration and make appropriate recommendations, except in instances that are clear violations of the BOR/UFF Agreement and are addressable through the grievance process. Promotion and Tenure Committee The Promotion and Tenure Committee shall review all nominations for faculty promotion and tenure which have been presented to the Chief Academic Officer of the University. The Committee shall submit its recommendations in all cases to the Chief Academic Officer of the University.	Representatives needed - 2-year terms: Must be tenured associate and full professors; Must not have line authority over promotion and/or tenure decisions; Must not be personally related to any candidate; Must not be a candidate being considered by the committee for promotion. one from Arts & Sciences one from Business Administration one from Education & Human Services three at-large

Nominations and Elections Committee The Nominations and Elections Committee shall conduct elections of officers, all Association standing committees, and faculty delegates to other committees; shall adopt and announce procedures for such elections in accordance with these bylaws, ~~and~~ shall present an appropriate list of nominees for all vacancies, and shall recommend candidates to fill vacancies which occur outside of the normal election cycle. Category 'B' Committees

Academic Programs Committee - Graduate The Academic Programs Committee: Graduate shall review and recommend policies regarding graduate degree requirements, academic programs and priorities, program evaluation, and major changes in the University’s graduate curriculum.	Representatives needed - Must be graduate faculty. Academic Programs Committee - Undergraduate The Academic Programs Committee:Undergraduate shall review and recommend policies regarding undergraduate degree requirements, academic programs and priorities, program evaluation, organization of academic units, and major changes in the University’s undergraduate curriculum.	Representatives needed (In order to establish a pattern of staggered memberships, half of the terms are one-year): 2-Year Terms: one from Computing Sciences & Engineering one from Education & Human Services one from the Library one at-large 1-year Terms: one from Arts & Sciences one from Business Administration one from Health

Academic Standards Committee The Academic Standards Committee shall review and recommend regulations concerning admission and re-admission of students to the University, suspension of students, academic loads, withdrawal from courses and from the University, award of credit, award of academic honors, and maintenance of academic integrity.	2-Year Terms: one from Education & Human Services one from Health one at-large 1-Year Terms: one from Arts & Sciences one from Business Administration one from Computing Sciences & Engineering one at-large

Academic Technology and Support Services Committee The Academic Technology and Support Services Committee shall review and recommend policies, regulations, and practices concerning computer support, distance learning, academic and career advisement, instructional media, cooperative education, the bookstore, the library, the academic enrichment center, and any other academic technological or support services, and shall be advisory to the Center for Instruction and Research Technology (CIRT), meeting regularly with its Director. The chairperson of this committee shall serve as one of the faculty representatives on the University Technology Committee. Adjunct Affairs Committee The Adjunct Affairs Committee shall review and recommend policies and practices with regard to the appointment, evaluation, retention, ethics, affirmative action, and teaching issues methods of adjunct faculty; their instructional support; their orientation and training; their advancement; and such other matters as may pertain to the role of adjunct faculty in the instructional effort of the institution. The Committee shall seek the opinions and recommendation of adjunct faculty. The Committee shall also review, on request, unresolved differences between adjunct faculty members and the administration and make appropriate recommendations. Budget Advisory Committee The Budget Advisory Committee shall evaluate and recommend policies, procedures, and practices concerning the University budget with special emphasis on the academic budget and shall meet regularly with the University Budget Officer.	Representatives needed - 3-year terms: seven at-large

Faculty Enhancement Committee The Faculty Enhancement Committee shall review and recommend policies, procedures, and practices concerning activities which enhance and improve a faculty member’s knowledge and skills with regard to his/her duties in teaching, research, and service; and shall be advisory to the Faculty Enhancement Office, meeting regularly with its Director. The Committee shall consider the enhancement needs of both full-time faculty and adjuncts. Governmental Relations Committee The Governmental Relations Committee shall, in cooperation with the University’s Legislative Liaison and UNF’s chapter of the UFF, be actively involved in representing the interests of the faculty and the University to the local Legislative Delegation and other governmental bodies, and shall inform the Association about Florida Legislature and Department of Education actions pertaining to higher education in general and to the University of North Florida in particular. Research Committee The Research Committee shall recommend policies to the Association, as necessary and appropriate, with respect to research activities, facilities, personnel, allocation of monies, and intellectual property; and, shall be advisory to the Division of Sponsored Research and Training, meeting regularly with its Director. Strategic Planning Committee The Strategic Planning Committee shall recommend the University’s mission statement, the University’s annual institutional priorities, and academic plan; and review and recommend strategies and activities which will further the achievement of the University’s mission, institutional priorities, and academic plan. The Committee shall also develop and recommend policies to guide the development of the Campus Facilities Master Plan and the Land Use Plan, and review and make recommendations on all changes to the Campus Facilities Master Plan and Land Use Plan. Food Service Committee	Representative needed - 1-year term: one at-large

General Education Council	Representatives needed - 2-year terms: two at-large

Sabbatical Selection Committee	Representatives needed - 1-year terms: Must be tenured two from Arts & Sciences two from Business Administration one from Computing Sciences & Engineering two from Education & Human Services two from Health

SGA Budget & Allocation Committee	Representatives needed - 1-year terms: one at-large

Spinnaker Publications Board	Representatives needed - 1-year terms: three at-large

Student Conduct Board	Representatives needed - 1-year terms: three at-large

Professorial Excellence Program (PEP) Selection Committee	Representatives needed - 1-year terms: one from Arts & Sciences one from Business Administration one from Computing Sciences & Engineering one from Education & Human Services one from Health one from the Library five at-large

Sustained Performance Evaluation (SPE) Appeals Committee	Representatives needed - 2-year terms: Must be tenured associate and full professors; Must not be a candidate eligible to be evaluated during committee term. one from Arts & Sciences one from Business Administration one from Health three at-large 1-year term (replacement): one from Education & Human Services

Nominations by any member of the Faculty Association for any of the above committees should be submitted to the respective College/Library representative of the Nominations & Elections Committee, or to the chairperson, Diane Tanner at dtanner@unf.edu or x2630. No Association member may serve on more than two standing committees (excluding the Executive Committee) at one time nor serve no more than two consecutive terms on any one standing committee. Additional nominations for positions on these committees may be made from the floor at the March meeting.
