Minutes of General Meeting
Breakfast Meeting in the Talon Room
November 18, 1998
Breakfast:
The Breakfast Meeting began at 8:00 AM with the arrival of 61 A&P members who
signed in and enjoyed coffee and juice. Breakfast began at 8:30 at which time two door
prizes, courtesy of the UNF Bookstore, were given away. Winners of a jacket and a
sweatshirt were Cindy Lyle and Donna Rawlins, respectively.
Welcome & Introductions:
President Lance Taylor welcomed
everyone and thanked Larry Davis for working with Marriott
Food Services on arranging the breakfast.
Lance asked new members to stand and introduce themselves. Seventeen of the 42 new A&P
members hired since November, 1997, were in attendance. A&P membership now totals 202.

President's Report to Membership:
Lance informed the Association members that he meets regularly with the University
Council, which is comprised of the President and his staff, to discuss community issues.
Lance invited the membership to bring to his attention any issues they would like to see
discussed and suggested that members use the newly-activated Feedback Form on the
Association's website, e-mail, a phone call, a personal visit,
etc.
Lance informed the members that the Faculty/Staff Fundraising Drive reached the $56,000
mark. Goal was $55,000. Over 55 A&P members contributed to the drive. Seven directed a
contribution to the A&P Association.
Lance announced that, in early January, 1999, a flyer will be sent to members asking for
nominations for the Gabor Award. Plans include a joint ceremony with USPA in March,
1999.
Treasurer's Report:
Treasurer Cecilia Miller reported a balance of $479.57 as of October
31, 1998.
Speaker:
Bob Fagin, Vice President of Administration & Finance presented an overview of the Campus
Master Plan which covers the following:
- UNF's 10 year plan which began in 1993 will soon be revised, requiring a public
hearing
- UNF enrollment is under 12,000, but is expected to reach 25,000 by year 2010 or
2015
- Number of college age students in the State of Florida is expected to increase 50%
over the next 10 years
- UNF has 1300 acres…550 acres are set aside for environmental preserve, with remaining
for development
- Architecturally, UNF has a "village street" concept which means easy walking. 90% of
the campus can be reached within 5 minutes by walking; all buildings are connected by 2nd
floor walkways
- Plans include more landscaping
- Future plans include moving outside the loop and placing buildings in a logical
flow
- New buildings include College of Health (4 years ago), College of Business (2 years
ago), Garage (5 years ago), new Support Services (2 years ago), 450 units added this year to
Housing (increasing bed space to 1,600; expectation is for 500 more in the next few years),
the Police Building (1 year ago) and the soon-to-be-opened Convention Center which will
accommodate over 1,000 people in the Grand Banquet Hall
- New garage in Lot 1 with 1,000 parking spaces will open July, 1999
- Enrollment growth is at about 3-5% a year (adding approximately 500 students per
year)
- We continue to experience need for more parking. …Alternatives are building another
garage or building remote lots and possibly offering shuttle service from those lots. 90%
of the students living in Housing have cars, and this adds to the parking crunch
- Plan is to consider building an outer loop to encompass the University
- 288 acres located east of Kernan Blvd. were donated to UNF by the Skinner Family for a
Research Park
- Future Buildings Plans:
- Fine & Performing Arts Building with a 1,500 seat auditorium is to be located
next to the new Parking Garage in Lot 1. Construction will begin in the Spring with a
completion date of July-August, 2000
- A new Science & Engineering Center will be located where the Day Care Center is
presently located at a cost of $20 million
- Expansion of Library
- Construction has begun for the Soccer & Track Stadium
- New Golf Management Learning Center
- Housing for married students
- Child Care Center is to be located next to the Campus Police Department
- Roadways:
- 9A to be completed …start 2002, will take 2 years and will connect 295 to 95,
estimated $120 million; will hook up Atlantic & St. Johns Bluff
- State Road 9A will come over St. Johns Bluff and the main campus entrance will be off
Kernan Blvd
- City will widen Kernan Blvd to 4 lanes starting March/April, 1999
V.P. Fagin stated "UNF is not in the business of land preservation, but of education
"
