Presiding: Lance Taylor, President
I. Breakfast
Lance Taylor called the meeting to order and thanked Academic Affairs for their
contribution to the Breakfast and Larry Davis for arranging the Breakfast.
II. Introductions
a. New A&P members
b. Officers: Doug Covey, Vice President;
Cecilia Barfield, Treasurer; Donna Rawlins, Secretary
c. Steering Committee: Connie Corker, Dorreen Daly, Larry Davis,
Keith Hufford, Janet Owen, and Shelly Purser (absent)
III. Special Reports
a. Dr. Tom Healy, Vice-President for Governmental
Affairs & Senior Counsel to the President, made the following announcements:
- The legislature meets March 3 - May 1
- UNF will be seeking 350 lower level FTE and 150 upper level FTE
- 150,000 for honors program, and support for the development of mechanical and civil
engineering
- UNF will lobby for salary raises to be more discretionary than this year
b. Treasurer Cecilia Barfield reported a balance of $334.05 as of
September 30, 1997.
IV. President's Report to Membership
a. Lance Taylor informed members of the new A&P Web Page's URL. The address
is:

b. Lance thanked Cecilia Barfield for developing the WebPage which contains the calendar
of events, by-laws, meeting minutes, etc.
c. A&P members were encouraged to support the Faculty/Staff Fundraising Drive. Lance
advised members that they could designate their contribution to the A&P Association.
V. Speaker, Mary O'Neal, Director of Human
Resources
Mary covered several issues which were of interest to membership, including:
- Proposed rule changes to the Florida Administrative Code, Personnel Rules, Chapter
6C-5. Effective January 30, 1997, maximum A&P accruals (annual leave) will be:
- bi-weekly 6.7
- year-end 352
- transferable 352
- payment 352
Excess over 352 converts to post-October 1, 1973 sick leave on an hour-for-hour basis
on January 1 of each year.
- Sick Leave Pool is being established.
- 64-hour accumulated sick leave balance
- 8-hours to be contributed/16 per year maximum
- 480 needed to begin
- voluntary program
- committee to approve requests
- you must be in the pool to benefit from the pool.
- Non-reappointment A&P
- effective January 1, 1998
- will not affect A&P hired PRIOR to January 1, 1998
- initial year - non renewed 3 months notice
- one or more years - non renewed 6 months notice
- Mary recommended members check out the SUS section of the Florida Administrative Code,
"Rules", Chapter 6C-5,
part IX for a hard copy and asked that if anyone had questions or
recommended changes after reviewing, to notify Lance who will then share them with Mary and
Vice-President Bob Fagin.
Ricky Arjune recommended that Association Members be sent e-mail whenever there are
items of importance to the membership.
