Project Overview - Evaluation

The evaluation plan had two areas of focus:

(1) monitoring of progress by FLAWI and ;

(2) self-assessment by the CUR following the project.

The project was carried out on schedule in Phase I but Phase II was extended to accommodate the changes in philosophy and personnel that occurred as a result of the national elections held in Senegal in February 2001 and the change in the Principal Investigator at UNF. After the elections, Senegal changed Ministers of Education several times, and in the fall of 2002, the principal contact and director of the CUR in Bambey was replaced. In the fall of 2001, several members of the grant team met in Dakar with the newly appointed Minister of Education and representatives from Bambey to review the grant and to agree on continued collaboration. In 2002, the Principal Investigator of the project at UNF left the University for another position. In view of these changes, the new P.I. requested, and was granted a nine-month extension that was deemed necessary to complete the project objectives.



It is the opinion of the project team that in spite of the challenges created from these changes in personnel, all project objectives were met or exceeded. In addition, other positive outcomes occurred which are noted in the section relating to future plans.
