Cecil B. Wilson, MD

National Fellow and Clinical Professor in Health Administration

Dr. Cecil Wilson, an internist from Winter Park, Florida, became the 165th president of the American Medical Association (AMA) in June 2010. He has been a member of the AMA Board of Trustees since 2002, serving as chair from 2006-2007. Dr. Wilson has been a member of the AMA House of Delegates since 1992. Dr. Wilson has a distinguished record of service and leadership in organized medicine having served as president of the Florida Medical Association and chair of its board of governors and executive committee; president of the Orange County Medical Society, and of the medical staffs of the Winter Park Memorial Hospital and Florida Hospital Medical Center, Orlando. Dr. Wilson’s service in organized medicine includes leadership in his specialty of internal medicine. He is past chair of the American College of Physicians (ACP) Board of Regents. Prior to the merger of ACP and the American Society of Internal Medicine (ASIM), Dr. Wilson served on the board of ASIM and was a member of the merger committee, resulting in a combined organization that is the largest medical specialty society in the United States. In addition to his work within organized medicine, Dr. Wilson is a board member of COLA, a physician-run organization that accredits more than 8,000 physician office laboratories nationwide. He is past president of the Florida Statewide Health Council and a past chair of the Local Health Council of East Central Florida. Dr. Wilson has been in private practice in Central Florida for 30 years. He is board-certified in internal medicine and a Master of the ACP.
Otmar Kloiber, MD

International Fellow and Clinical Professor in Health Administration

Dr. Kloiber has served as Secretary General of the World Medical Association since 2005. Prior to that he served as Secretary of the German Medical Association (1997 - 2002) and Deputy Secretary General of the German Medical Association (2002 - 2005). He served as a member of the Study Commission on the Law and Ethics of Modern Medicine of the German Bundestag (Parliament), 14th electoral term. Dr. Kloiber served as foreign relations adviser (1991 - 1997) at the German Medical Association (Federation of the State Chambers of Physicians) maintaining international and bilateral contacts and co-operations in European and international bodies, international and foreign health policy, co-operation with central and east European organizations and administrations, support for health and social policy reforms, and construction of the German Health Network. Dr. Kloiber has also served with the Standing Committee of European Doctors (CPME), the World Medical Association (WMA), the International Conference of Medical Chambers (ClO), the European Forum of Medical Associations, the World Health Organization (WHO), and other national medical associations. Dr. Kloiber lectures internationally on medical ethics and deontology under the influence of health system organization and its relation to the provision of medical services.
Robert G. Harmon, MD, MPH

Clinical Professor in Public Health

Dr. Harmon has served as Director of the Duval County Health Department in Jacksonville, Florida since August 2006. He oversees more than 800 staff, 15 clinics, and public health programs including maternal and child health, communicable and chronic disease prevention, environmental health, primary care, nutrition, correctional medicine, and research. He also serves as Clinical Professor of Medicine at the Univ. of Florida College of Medicine – Jacksonville. He formerly served as National Medical Director for UnitedHealth Group, Administrator of the Federal Health Resources and Services Administration, Director of the Missouri Dept. of Health and Director of the Maricopa County (AZ) Health Dept. He is board certified in preventive medicine and has completed a residency in internal medicine. Dr. Harmon has earned a Master’s in Public Health degree at Johns Hopkins University with a focus on International Health. Dr. Harmon has authored more than 50 publications dealing with quality improvement, managed care, primary care, public health administration, and health policy.
William J. Maples, MD

Clinical Professor in Health Administration

Dr. Maples is Chair of the Mayo Clinic Clinical Practice Quality Oversight Committee in Jacksonville and Vice-Chair of the Mayo Clinic Quality Care Subcommittee. From 2003 through 2006, he was Chair of the Mayo Model of Service Task Force under the Mayo Model of Service Subcommittee. Doctor Maples joined the Mayo staff in Jacksonville after completing his fellowship in 1987. Doctor Maples serves as a consultant in the Department of Internal Medicine, Division of Hematology/Oncology, and is an associate professor of Oncology at Mayo Medical School. He is also currently the Chair of the Melanoma Disease Group and Chair of the Sarcoma Treatment Group in Jacksonville and serves on several Institutional committees throughout Mayo Clinic. He has been published numerous times with articles relating to his medical specialties and also to quality care issues. Doctor Maples spearheaded the Communication Course in Jacksonville and has initiated many changes on not only technical procedures but on how we think and interact with our patients, our colleagues, and, just as importantly, how we may perceive ourselves.
