Welcome
Mark E. Workman, PhD
Provost and VP for Academic Affairs, University of North Florida
Dr. Workman welcomed participants to the 3rd Caring Community Conference, expressing pride in the UNF Center for Global Health and Medical Diplomacy (the Center), whose leadership activities contribute to fulfilling UNF’s mission of serving the North Florida region at a level of national quality.
Dr. Workman explained the function of a “center” as a nucleus exerting centripetal force on surrounding entities, organizing them in a meaningful relationship to their common center and to one another. The Center fills that role by providing a nexus for critical conversations between the many healthcare agencies, institutions and organizations of northeast Florida.
Two timely issues reinforce the need for the Center and for this Conference: the emergence and spread of the H1N1 pandemic, and the national debate over the provision of health insurance. The pandemic reminds us that in the 21st century, all health is global health, just as all economics are global economics. Economic concerns are responsible for much of the debate over health insurance reform, along with deeply contested views on social welfare, the distribution of wealth, ethical responsibility and medical efficiencies.
Dr. Workman remarked that: “these noble and urgent concerns with life and the quality of life” are what enables the Center to exert such compelling gravitational pull on people who care about the well being of others, as evidenced by the distinguished and accomplished assembly of conference participants. Dr. Workman introduced Center Director, Dr. Yank Coble, describing him as “a wonderful embodiment of the values which define our Center”.

Program Overview
Yank Coble, MD,
Program Chair
Director and Distinguished Professor, Center for Global Health and Medical Diplomacy
Dr. Coble thanked the distinguished guests for participating in the 3rd annual Caring Community Conference, acknowledging that we gather to discuss health because it is our most important asset, locally, nationally and globally.
On Sept. 26-28, 2007, 104 community leaders gathered at Amelia Island for the first Caring Community Conference. Participants discussed regional issues and assets, and developed recommendations that would most effectively enhance the individual and economic health of northeast Florida. In response to a unanimous recommendation from that Conference, the Healthcare and Bioscience Council of Northeast Florida was formed. Over the past 16 months, Council workgroups have addressed the recommendations in areas of education, research and patient care. Council members found that in some areas, very impressive efforts were already in place to address the recommendations, unique examples of the excellent collaboration that exists among northeast Florida institutions and organizations of health and medical care.
Center and Council efforts in education and research have raised community awareness and appreciation for our regional assets in health and medical care, and the economic value of investing in biomedical research, health and medical care. The 2007 and 2008 Reports on the Economic Impact of the Healthcare and Bioscience Industry of Northeast Florida* show that 1/6th of the Jacksonville workforce is employed in the healthcare industry, earning a significantly higher than average per capita income and enjoying a high quality of life. Dr. Coble invited conference participants to take full advantage of the opportunity presented by today’s Conference, to address Council members about their work and future plans.
