Before Applying for VA Education Benefits

The Department of Veterans Affairs (DVA) requires each applicant for VA education benefits be formally accepted to an approved degree program before initial certification can be sent to the DVA. You must apply to the University of North Florida by the posted deadline to be considered for admission. Choose your student type for specific admission requirement information and be prepared to supply your military transcripts.

Application requirements for VA education benefits vary from program to program. The DVA will determine your eligibility based on your complete application package. The UNF Veteran's Affairs Office is available to assist you with your application package.

Benefit Programs and Application Requirements

Chapter 30 Montgomery GI Bill (MGIB)
For veterans who served on active duty after June 30, 1985, those who remained eligible under the Vietnam Era GI Bill, and those who switched from VEAP before being involuntarily separated after February 2, 1991. Visit the Department of Veterans Affairs for more information.

Submit to the Department of Veterans Affairs:
- Application for VA Education Benefits
- DD Form 214 (member copy 4)
- Proof of additional $600 payment to obtain $150/month kicker (i.e. LES, receipt), if eligible
- VA Form 21-686C - Declaration of Status Dependents (when claiming dependents)
- *UNF Request for Veteran Benefits and Statement of Responsibility – online form requesting certification of enrollment and stating you understand what you are responsible for while using Veterans benefits at UNF.
Submit to UNF:

- A copy of your VONAPP confirmation or a copy of your paper application for VA Education Benefits

The UNF Veterans Affairs Office will access your class schedule and degree evaluation (program of study) each semester to verify that coursework is required for your degree program to submit certification to the DVA. You will only be certified for required courses, as listed on your Degree Evaluation.

Chapter 30 students are required to confirm their monthly enrollment to continue receipt of benefits. Enrollment may be verified through WAVE (Web Automated Verification of Enrollment) or by calling 1-877-823-2378.
Chapter 31 Vocational Rehabilitation (VR)
For veterans with a service-connected disability. A service-connected disability rating as determined by the Vocational Rehabilitation & Employment (VR&E) Service is required determines eligibility for this benefit. Visit the Department of Veterans Affairs for more information.

To be evaluated for Chapter 31, you must apply for services, with the local VR&E (phone 904.737.0665) or online through VONAPP, and receive an appointment with a Vocational Rehabilitation Counselor (VRC). The VRC will work with the veteran to determine eligibility.

Submit to UNF:

- A copy of your VONAPP confirmation or a copy of your paper application for VA Education Benefits
- 28-1905 - Authorization and Certification of Entrance or Reentrance into rehabilitation and Certification of Status from your VocRehab Counselor, specifying approved program and charges. (You will need a copies for each office directly affected by the approval, including but not limited to: One Stop Student Services, UNF Cashier’s Office, UNF Bookstore)

Chapter 33 Post 9/11 GI Bill
For individuals with at least 90 days of aggregate service after September 11, 2001, or individuals discharged with a service-connected disability with at least 30 days. You must have received an honorable discharge to be eligible for the Post 9/11 GI Bill. Visit the Department of Veterans Affairs for more information.

Submit to the Department of Veterans Affairs:
- Application for VA Education Benefits
- DD Form 214 of the Veteran, if applicable (member copy 4)
- Proof of additional $600 payment to obtain $150/month kicker (i.e. LES, receipt), if eligible
- VA Form 21-686C - Declaration of Status Dependents (when claiming dependents)

- DD Form 214 of the Veteran, if applicable (member copy 4)
- A copy of your Certificate of Eligibility or VA Education Award Letter. These documents notify UNF of your benefit level, necessary to determine the tuition and fees paid by the VA and any balance due from you.
The UNF Veterans Affairs Office will access your class schedule and degree evaluation (program of study) each semester to verify that coursework is required for your degree program to submit certification to the DVA. You will only be certified for required courses, as listed on your Degree Evaluation.
Chapter 35 Survivors' and Dependents' Education Assistance (DEA)
For eligible dependents who meet one of the following conditions:
- Spouse or child of a veteran who has been rated as permanently and totally disabled due to a service-related condition
- Surviving spouse or child of a veteran who died in the line of duty while a service member or
- Surviving spouse or child of a veteran who died while rated as totally and permanently disabled due to a service-related condition

- Application for Survivors' and Dependents' Educational Assistance
- Veteran’s DD Form 214 (member copy 4)
- Veteran’s disability paperwork, showing 100% service connected disabled rating
- Dependent birth certificate (if child) or marriage certificate (if spouse)
Submit to UNF:
- UNF Request for Veteran Benefits and Statement of Responsibility
  online form requesting certification of enrollment and stating you understand what you are responsible for while using Veterans benefits at UNF.
- A copy of your VONAPP confirmation or a copy of your paper application for VA Education Benefits
- A copy of the veteran's DD Form 214 (member copy 4)
- A copy of your Certificate of Eligibility or VA Education Award Letter. These documents provide UNF with your file number, needed to ensure accuracy of reporting and payment.
The UNF Veterans Affairs Office will access your class schedule and degree evaluation (program of study) each semester to verify that coursework is required for your degree program to submit certification to the DVA. You will only be certified for required courses, as listed on your Degree Evaluation.
Chapter 1606 MGIB Selected Reserve (MGIB-SR)
For members of the Selected Reserve. The Selected Reserve includes the Army Reserve, Navy Reserve, Air Force Reserve, Marine Corps Reserve, and Coast Guard Reserve, the Army National Guard, and the Air National Guard. Visit the Department of Veterans Affairs for more information.

Submit to the Department of Veterans Affairs:
- Application for VA Education Benefits
- Notice of Basic Eligibility (NOBE), also known as DD Form 2384-1. This form is issued through the Guard/Reserve Unit.
- Copy of any "Kicker" contract, if you contributed up to an additional $600 to the GI Bill "buy-up" program. This information is also issued by the Guard/Reserve Unit if applicable.
Submit to UNF:
- UNF Request for Veteran Benefits and Statement of Responsibility
  online form requesting certification of enrollment and stating you understand what you are responsible for while using Veterans benefits at UNF.
- A copy of your VONAPP confirmation or a copy of your paper application for VA Education Benefits
- A copy of your Notice of Basic Eligibility (NOBE), also known as DD Form 2384-1. This form is issued through the Guard/Reserve Unit.

Chapter 1607 Reserve Educational Assistance Program (REAP)
For Guard/Reservists and Coast Guard who served 90 days or more on active duty on or after 9/11/01 under title 10 U.S. Code (Reserves), section 502(f) (National Guard) or title 32 U.S.C. (Coast Guard) for a contingency operation. The Department of Defense (DOD) will determine eligibility. Visit the Department of Veterans Affairs for more information.

Submit to the Department of Veterans Affairs:
- Application for VA Education Benefits
- Notice of Basic Eligibility (NOBE), also known as DD Form 2384-1. This form is issued through the Guard/Reserve Unit. If the student has already used Chapter 1606 MGIB Selected Reserves, this form should be on file with the VA.
- DD Form 214 (member copy 4)
- Copy of any "Kicker" contract, if you contributed up to an additional $600 to the GI Bill "buy-up" program. This information is also issued by the Guard/Reserve Unit if applicable.
