This report provides information regarding our compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act.
The "Clery Bill" (H.R.3344, S.1925, S.1930) was introduced in Congress on September 6, 1989, and was signed into law on November 8, 1990 by President George Bush as Title 2 of the "Student Right-To-Know and Campus Security Act." The bill was named for Jeanne Clery who was raped and murdered in her dorm room at Lehigh University in 1986. It took effect September 1, 1991 and the U.S. Department of Education (DOE) was charged with enforcing the law. The law required all institutions of higher education to release campus crime statistics and security policies to their current and prospective students or employees. Congress enacted this law, which was originally known as the "Crime Awareness and Campus Security Act of 1990.
The law was amended in 1992 to add a requirement that schools afford the victims of campus sexual assault certain basic rights. Amendments in 1998 added new categories to the crime statistics, an obligation to report statistics for public property in and immediately adjacent to the campus, a geographic breakdown of statistics, and a daily public crime log for schools with a police or security department. The law was also amended to require the DOE to centrally collect the crime statistics and make them publicly available. The 1998 amendments also formally named the law in memory of Jeanne Clery.
Schools must publish an annual report disclosing their campus security policies and three years worth of crime statistics.
Crime Statistics are submitted to the Florida Department of Law Enforcement, the Federal Bureau of Investigation and the U.S. Department of Education. They are also made available on the University Police Department's (UPD) web page and published in a widely distributed document titled "Campus Crime Report."
Each institution with a police or security department must have a public crime log. The UPD posts the public crime log in the lobby of the Martin P. Garris Police Building (Building 41).
The UPD completes a log which contains information on all criminal incidents occurring daily on campus. The log is available for inspection during business hours at the UPD located in Bldg 41 on the UNF campus. The areas contiguous to campus fall under the jurisdiction of the Jacksonville Sheriff's Office (JSO) and their information can be obtained by contacting the JSO Central Records Unit located at 501 East Bay Street Jacksonville, Florida 32202 or by calling (904) 630-7600 during their normal business hours.
Schools must make timely warnings to the community about crimes considered to be a threat to other students and employees.
Notices with the "Security Alert" heading are published and distributed to public posting areas and groups as official notification of major crimes or concerns affecting the campus community. Notices may be posted on bulletin boards in the area of concern and notifications will be provided to the students. Along with bulletin board postings, Crime Alerts will be distributed via email to various List Groups and Departments as well as posted on the Department of Public Safety web site.
Under the federal "Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act", formerly the Student Right to Know and Campus Security Act, the University of North Florida must annually distribute statistics on the reported occurrences of the following offenses:

*Statistics involving the aforementioned offenses or others involving bodily injury where there is evidence of victim selection based upon actual or perceived race, gender, religion, sexual orientation, ethnicity, or disability (hate crimes).
These offenses must be reported according to their occurrence in the following location categories:
Criminal activities, if any, at off-campus student organizations (those recognized by the campus) are required to be monitored and recorded through local police agencies. This is required under 20 USC 1092(f) The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act. It is the policy of the University of North Florida Police Department to gather the following statistical data from the Jacksonville Sheriff's Office on an annual basis.
In cases of criminal activities at off-campus student organizations the local agency will create a police report and case number for each incident, pursuant to their own procedures for recording criminal incident reports and using FBI Uniform Crime Reporting standards. The agency will then, upon request from the Department of Public Safety, send statistics under Clery Act offense categories, for each location which meets the criteria for off-campus student organization. Statistics for the current calendar year will appear in The Clery Act publication "Campus Crime Report," the following academic year.
The statistics reflect the numbers of crime reports occurring on campus, in non-campus (affiliated) buildings, public property, and residence halls & other campus housing, from both Police and Other University Officials for the offense categories required under The Clery Act. Although every effort has been made to avoid duplication between department and OSP reports, individual incidents may be reported multiple times within the same calendar year. Furthermore, some incidents reported to other University Officials may not actually meet the criteria for their incident type.

The OPE Campus Security Statistics Website is brought to you by the Office of Postsecondary Education of the U.S. Department of Education. It was authorized by Congress with the 1998 amendment to the Higher Education Act of 1965 (HEA) to help potential college students and their parents' research criminal offenses on college campuses. The Department of Education is committed to assisting schools in providing students with a safe environment in which to learn and to keep parents and students well informed about campus security.
By October 1 of each year, a school that is Title IV eligible is required to publish and distribute an annual campus security report to all current students and employees. In addition to the required annual campus security report, schools are required to provide timely warning of the occurrences of crimes that are reported to campus security authorities and local police agencies. The timely warning information is to be provided in an appropriate manner so as to prevent similar crimes from occurring and to protect the personal safety of students and employees.

You can search for a college based on its location, program, size or degree offerings either alone or in combination. The more criteria you specify, the smaller the number of colleges that will fit your criteria. Once you've found some colleges of interest, you can obtain important and understandable security information on all of them.
The federal law regarding the Students' Right to Know Campus Security Act obligates the University of North Florida to report specific information. Each institution is required to collect, compile, publish and distribute this information to the University community and the United States Department of Education.
If a crime has been reported to you but not reported to the University Police Department (UPD); regardless of the location of the incident; please complete the Crime Statistics Report form and return it to the UPD via fax or mail. The form may ask for more detail than you have available; if this is the case, please complete the questionnaire to the best of your ability and if you have questions, a member of the UPD will be glad to assist you.
