Chief John Dean 

 

Chief John E. Dean, Director of Police & Public Safety 

Chief Dean was born and raised in Jacksonville, Florida. He graduated from Englewood High School and holds a Master’s degree in Criminal Justice from the University of North Florida. Chief Dean is a Florida certified high liability police trainer and adjunct instructor for the University of North Florida, Florida State Community College, St. John’s River State Community College and the Florida Department of Law Enforcement. He is also an assessor for the Florida Commission for Law Enforcement Accreditation.

Chief Dean served twenty three years with the Jacksonville Sheriff's Office where he retired in 2001 as a police lieutenant assigned as the commanding officer of the Property Crimes Unit. He also served in the Patrol Division, Traffic Division, Training Division and the Detective Division.

After retiring from the Jacksonville Sheriff’s Office he served as a lieutenant and captain with the Jacksonville Port Authority Police Department. He was responsible for the Patrol Division, Detective Unit, K-9 Unit, Special Operations and the SWAT Team. Chief Dean was appointed as the assistant police chief at the University of North Florida on December 30, 2003. After serving in that capacity for approximately five years, he was appointed as the chief of police for the University of North Florida on December 13, 2008.
  

 

  

 

 

Asst. Chief Mark Richardson 

 

Deputy Chief Mark S. Richardson, Associate Director of Police & Public Safety

Deputy Chief Mark Richardson was raised in Jacksonville, Florida. He graduated from Andrew Jackson High School and holds an Associate in Arts Degree from Florida State Community College Jacksonville and a  Bachelor's Degree in Multi Dimensional Studies (Magna Cum Laude) from Liberty University.

 

Deputy Chief Richardson served thirty four  years with the Jacksonville Sheriff's Office (JSO) where he retired in 2009 as the Chief of Community Affairs/ Special Events. He also served with the JSO in the Patrol Division, Detective Division, and Aviation Unit. After retiring from the Jacksonville Sheriff’s Office Assistant Chief Richardson was appointed as the Assistant Police Chief at the University of North Florida on March 2, 2009.

 

Gwynes 

 

Lieutenant James M. 'Mike' Gwynes , Patrol Operations Division; Evening Watch Commander 

 

Lieutenant Gwynes was born and raised in Jacksonville.  He graduated from Ed White High School in 1974.  He earned a BA Degree in Criminal Justice from UNF in 1983 and a MS Degree in Criminal Justice in 1996. 

 

Lieutenant Gwynes served the Jacksonville Sheriff’s Office for thirty-one years.  He served in Corrections, Patrol, Detectives, Community Oriented Policing Unit and the Narcotics Unit. He retired in 2008 as a Lieutenant.  He came to the University Police Department in 2009 and has served in the Patrol and Traffic Units.  

 

 

 

Lt Tammy Oliver 

 

Lieutenant Tammy L. Oliver, Patrol Operations Division; Day Watch Commander 

Lieutenant Oliver is a Jacksonville native who graduated from University Christian High School. She graduated from the University of North Florida earning a Bachelors degree in Political Science.

She joined the University Police Department in 1983, as a patrol officer. In 1985, she was promoted to Corporal and then to Sergeant in 1990.

 

In 2003, she was appointed to the rank of Lieutenant, commanding the department's day shift Patrol and Special Operations Unit.

 

In addition to her daily duties, Lieutenant Oliver serves as a team leader with the Florida Department of Law Enforcement's Child Abduction Response Team, is assigned as a member of the FBI Joint Terrorism Task Force, and a member of the Florida Intelligence Unit. She also serves as an adjunct professor with Florida State Community College instructing police recruits in the academy.

 

 Crystal Serrano 

Lieutenant Crystal A. Serrano, Police Services Division Commander 

Lieutenant Crystal A. Serrano, originally from New York City, has lived in Jacksonville since 1998. She graduated from D.U. Fletcher Senior High School. Lt. Serrano has received training from the Institute of Police Technology and Management (IPTM), the Florida Department of Law Enforcement (FDLE), and the University of North Florida’s Division of Continuing Education. 

  

Lieutenant Serrano has been with the University Police Department since 2002. Lt. Serrano was promoted to Senior Police Communications Operator in 2004. In January 2010 she was appointed to Communications Manager where she is responsible for all Police Communication Operators, information systems and all communication for the department
