Major local issues covered during this period include: Transportation (Elimination of toll collection on Jacksonville bridges / expressways after voters approved a half-cent sales tax, March 1988); Environment (Garbage fee proposal, Odor / Tree ordinances, Billboard ban, Household recycling efforts / Southeast Landfill); Crime (substantial increases in police officers / fire fighters); Minority Relations (Affirmative Action policies, Blodgett Homes demolition); and Urban Economic Development.

The collection complements the Joe Carlucci Collection. Mr. Carlucci was a Jacksonville City Councilman and Florida state legislator during the same period.
