Course Repeat and Excess Hours


In order to assess students appropriately for repeated courses, there are several processes that run on a monthly basis to prepare data used during fee assessment.


The following Board of Governors Regulation requires institutions to assess fees to students who have repeated a course more than twice.

BOG 7.001 Tuition and Associated Fees


11) Each student enrolled in the same undergraduate college-credit course more than twice shall pay tuition at 100 percent of the full cost of instruction and shall not be included in calculations of full-time equivalent enrollments for state funding purposes. Students who withdraw or fail a class due to extenuating circumstances may be granted an exception only once for each class pursuant to established university regulations. The university may review and reduce these fees paid by students due to continued enrollment in a college-credit class on an individual basis contingent upon the student’s financial hardship. For purposes of this paragraph, first-time enrollment in a class shall mean enrollment in a class fall semester 1997 or thereafter. Calculations of the full cost of instruction shall be based on the system-wide average of the prior year’s cost of undergraduate programs in the state university system using the expenditure analysis.



Identify Potential Excess Hours Issues


Check for various conditions in student records for issues that cause problems with excess hours. In most cases, these issues cause the excess hour process to set the student's program hours to zero - which, in turn, causes all of the student's hours to be in excess. If any issues are found, a report is emailed to the excess-hrs-issues distribution list.

The report identifies

  • Students with no program hours allocated
  • Degree-seeking students in non-degree seeking majors
  • Students with dual enrollment admission but not a dual enrollment student type

Insert Exemptions for Repeat


There can be extenuating circumstances in which a student’s course may be exempt from the course repeat regulation.  These are courses where the student withdraws with a full refund.  All students whose Registration Status is WR, WM, or WS will have their courses inserted into the Exemptions table which is then used during fee assessment.

Maintain Excess Hours Information


As part of the Excess Hours process, in order to assess students appropriately for excess hours, a number of tables are populated to prepare for fee assessment.

 

Between monthly processing, this job monitors changes in transfer work for affected students and reprocesses excess hours information for them.

Process Excess Hours Information


As part of the Excess Hours process, in order to assess students appropriately for excess hours, a number of tables are populated to prepare for fee assessment.

 

The job monitors all affected students to establish the total number of hours the student may attempt without incurring a surcharge, the number of non-exempt hours already attempted, and the number of hours remaining until the surcharge threshold is reached. The student’s allowable number of hours and surcharge threshold will be determined by their cohort identifier. The students’ recorded course work will be evaluated, automatic exemptions will be applied to qualified courses, and manual adjustments will be processed.

Rebuild Repeated Courses Table


For all active students, all undergraduate non-exempt courses that have been completed or are in-progress are selected.  Any courses that are no longer active will be replaced with their current equivalent course.  For each course that the student has repeated, the repeatability of each course is reviewed to see if the student has reached the limit.  Each repeated course where the limit has not been reached is inserted into a Repeated Courses table.  This table is then used during fee assessment.

  •             All Schedule Types excluding Directed Individual Study (Z)
  •             All Course Subject Codes excluding NSC (naval science)
  •             All Grade Modes excluding Audit (A)

Rebuild UNF Equate Table


As part of the Course Repeat process, UNF has established a Course Equivalent table.  The process begins by deleting all courses from the table.  Courses that have ended, do not have a status of ‘Active’ or ‘Pending’, and do not exist on the local table are selected.  The courses are then used to select from the Banner Course Equivalent table.  These course equivalents are then verified against the course catalog for Active courses before being added to the local course equivalent table.

Send Excess Hours Threshold Emails


Send an email to each student who has reached a threshold based on the accumulation of their attempted credits versus the hours needed to complete their declared program. Currently, the thresholds are 90% and 100%.

 

Language in the email is based on which threshold the student has reached. A student will receive at most one email per threshold. An indicator is placed on the student's record showing the highest threshold reached.
