Art in State Buildings

Established in 1979, Florida's Art in State Buildings Program acquires artwork for new public facilities built with state funds. It requires that up to .5% of the construction appropriation be set aside to acquire artwork for permanent display in the public areas in, on or around that facility. This includes construction at the state universities and colleges.

How to Apply

Participating artists must have a certain level of expertise and recognition in their field.  Artists may enter multiple projects, but because each project has its own art selection committee, the artist must send a separate entry for each project.


Resumes should illustrate that the artist has met at least two (2) of the following criteria:    

  • the artist has completed public commissions similar in budget to the project
  • the artist's works are included in major public, private, corporate or museum collections
  • the artist has received awards, grants or fellowships
  • the artist has had a one-person exhibition in a museum within the past five years

Required material

  • Statement:  A paragraph that explains why your artwork is perfect for this project and how the submitted images relate to the project requirements. This should not yet be a site-specific proposal.
  • Resume:  A current professional resume emphasizing public art experience, public collections and public commissions.
  • ID Sheet:  Image identification page(s) that provide information for each submitted image.

The first five images on CD will be seen in the initial blind review.


Selection Process - Local Choice

An important aspect of the Art in State Buildings program is local choice.  Individual local committees choose the artwork for each new facility, focusing on quality, durability and appropriateness to the site.  As a result, Florida's collection of art is admirably varied with a wide range of styles, media and subject matter.


The Art Selection Committees

The Art Selection Committee determines sites for artwork, views submissions, presentations and proposals and selects the artist or artwork.


Art Selection Committees include the architect, the project director, the Art Selection Board program administrator, local visual art experts, and representatives from the agency or university that will occupy the facility.  To ensure fairness, all committees follow an open and consistent selection process that relies on an initial "blind" or anonymous review of submitted artwork.


Selection Meetings

Art Selections are made through three public meetings:


1.  Orientation Meeting - the project's art selection committee evaluates the facility's function and design, makes preliminary decisions about artwork and its integration, and decides how to solicit interested artists.


2.  Image Review Meeting - artists are selected to make presentations to the committee or finalists are selected for proposals and/or existing artworks are selected for purchase.


3.  Presentation or Proposal Review Meeting - final candidates make their presentation for the project.


Projects with large art allocations may require more meetings while the process for projects with small allocations may be condensed.


Each state agency and university appoints an Art Selection Board program administrator who guides the committees and facilitates the art selection process for their construction projects.
