The Electronic Candidate Assessment Tracking System, or ECATS, provides the College of Education and Human Resources (COEHS) a way to address the requirement imposed by the State of Florida Department of Education (FLDOE) and the National Council for the Accreditation of Teacher Education (NCATE) that COEHS demonstrates that their students are meeting standards specified by those “standards bodies”. COEHS has chosen to assess its students on those standards by having faculty members assign in their courses one or more activities, called “critical tasks”, where each task would address one or more “indicators” associated with each standard as recommended by the standards bodies. Faculty members are then asked to assign an “outcome” value for each student to each indicator based on the student’s ability to accomplish each indicator as demonstrated by performing the critical task in a particular course. ECATS provides the ability for the COEHS administrator to enter standard bodies/standards/indicators and critical tasks associated with particular indicators and assigned to actual courses (as identified by the college), by which the system automatically constructs data entry forms for a particular term for faculty to enter outcome data for their respective courses, and release the forms to faculty members to complete. It also captures decisions by faculty to allow or not allow a particular student to “remediate” (redo) the work related to any particular indicator in their course where the student receives an unsatisfactory outcome value. ECATS also allows the administrator to view reports on the outcome data and other institutional data, with the ultimate goal of reporting findings to the FLDOE and NCATE.
Standard Body, Standard, Indicator, Competency, and Critical Task
The COEHS Administrator begins building the ECATS System by first defining the Standard Body. Once the Standard Body is built then the Standard can be defined. Each Standard is associated to a Standard Body. Once the Standard Body and Standard are built then the Indicators can be defined. Each Indicator is associated to a Standard Body and Standard. Once the Standard Body and Standard are built then the Competencies can be defined. Each Competency is associated to a Standard Body and Standard. Critical Tasks must be defined. The Standard Body, Standard, Indicator and Critical Tasks will be associated with courses for scoring.
Intended Audience/Users: COEHS Administrator and other users designated on the User Role Maintenancel
After defining the Standard Bodies, Standards, Indicators, and Critical Tasks then the COEHS Administrator associates Standard Bodies, Standards, Indicators, and Critical Tasks with each course. Multiple standard bodies, standards, indicators, and critical tasks can be associated with one course. These associations will then be displayed on the Student Scoring screen for the instructor to score.
Intended Audience/Users: COEHS Administrator and other users designated on the User Role Maintenance
The COEHS Administrator can view the progress of the instructor’s Student Scoring. For each course with course associations for the selected term, the Scoring Progress is displayed. The Scoring Progress values are ‘Not Started’, ‘In Progress’, or ‘Completed’.
A Remediation Form must be completed for students who receive an ‘Unsatisfactory’ outcome score. The COEHS Administrator can view the Remediation Decision progress for each course. The Remediation Decision progress values are ‘Not Started’, ‘In Progress’, or ‘Completed’ for the course and ‘Not Started’ or ‘Completed’ for each student.
Outcome Scoring Review
The COEHS Administrator can view the Course Scoring Progress for all courses for the selected term. The Scoring Progress values are ‘Not Started’, ‘In Progress’, or ‘Completed’. The COEHS Administrator also has the option of sending an email to all instructors with courses in the list.
Student Outcome Report
The COEHS Administrator can view the Student Outcome Report. The Student Outcome Report lists all of the student’s courses including the grade. If the course contains course associations, then the outcome for each critical task and indicator are displayed. The courses are grouped by term, Standard Body and Standard. In addition, test scores are also displayed.
Outcome Scale Maintenance
The Outcome is the value assigned to each student’s critical task for each course. The Outcomes are defined by the COEHS Administrator.
Remediation Reasons Maintenance
When completing the Remediation Form, the instructor must select the appropriate Remediation Reason. The Remediation Reasons are defined by the COEHS Administrator.
Term Control Maintenance
The COEHS Administrator can control which terms are available for viewing and updating. Generally, after a reasonable time period after the term ends, the instructor should not be able to make any changes but will be able to view previous terms.
User Role Maintenance
The COEHS Administrator can allow other users to have access to various parts of the system by adding them on this form. There are several types of access: Super Administrator, Administrator Update, Administrator View, Instructor Update, and Instructor View.
The Curriculum Maps display each course with their associated standard body, standard, critical task, and indictors for the selected program.
The COEHS Administrator must first define the Curriculum Map Programs. Then by selecting the Building and Updating Curriculum Maps, the COEHS Administrator adds each course that is part of the curriculum for the selected program. The full Curriculum Map can then be viewed.
Curriculum Map Group Maintenance
The courses defined on Curriculum Maps are assigned to groups. The Curriculum Map Groups are defined by the COEHS Administrator.
Critical Tasks and Indicators Map
The Critical Task and Indicator Map (Curriculum Map) display each course with their associated standard body, standard, critical task, and indictors for the selected program.
Intended Audience/Users: COEHS Faculty
For all courses with course associations, the Instructor must score each student for each critical task for courses that they are teaching each semester.
For all students who receive an ‘Unsatisfactory’ outcome, the instructor must fill out a Remediation Form. The instructor must indicate if the student is permitted to remediate (or not) and describe the remediation plan.
The Instructor can view a summary, for the selected term and course, of the outcomes for the selected course listed by standard body, standard, critical task, and indicator. In addition, there are columns indicating if the course meets the requirements of the Academic Learning Compacts (ALC) and Graduate Learning Outcomes (GLO).
Standard Body List, Standard List, Indicator List, Competency List, Critical Task List, Course Association List, State Summative Standards Report, Deficiency Report, Unit Report, Updated Outcomes, and Remediation Report are all available as downloads.
